The regional authorities continue to strengthen the administration of the city of Perm with the help of their officials. Yesterday acting Deputy head of Perm was appointed Deputy Minister of Transport of the region Maxim Zavarzin. He will get some of the most problematic sectors - in addition to external improvement, in the recreated Urban Services block the official will oversee the department of roads and transport. In fact, at the city level, the regional government is creating a municipal Ministry of Transport. In his new post, the official will have to introduce a new system of free access for private entrepreneurs to the passenger transportation market. It was precisely this ideology for the development of the industry that was previously expressed by the Governor of the Perm Territory Oleg Chirkunov, who criticized the plans of the former acting governor. Yesterday, the head of the Perm administration, Anatoly Makhovikov, appointed Maxim Zavarzin as acting deputy head of the Perm administration - head of the department of roads and transport. Mr. Zavarzin will oversee the Urban Services block, which will thus be separated from the Infrastructure Development block, headed by the Deputy Head of Perm Sergei Yuzhakov. Mr. Zavarzin will begin work on March 14, 2011. The Urban Services block will include the Department of Roads and Transport and the Department of External Improvement. The structure of the remaining blocks of the city administration remains unchanged for now, the administration clarified.

Mr. Zavarzin will get one of the most problematic industries in the city of Perm. It is worth noting that since June last year, in the status of acting. Rostislav Doroshenko worked as the head of the department of roads and transport. He replaced Maxim Kis in this post, who also led the department for several months in the status of acting. The last head of the department, who held the position for more than a year, was the former assistant to the governor, Alexey Kovyev. While heading the department, he held several stages of the competition for the distribution of bus routes. However, later the tender documentation was considered unsuccessful and sent for revision.

Rostislav Doroshenko also tried to correct the situation in the industry. He developed a concept for the development of urban transport, which he presented in November last year. According to the document, it was proposed to purchase “car watches” from bus owners. The carrier under such a system had to provide the municipality only with buses with a driver.

And conductors carry out activities on behalf of the municipality. However, this concept was criticized by the governor of the Perm region Oleg Chirkunov. In his blog, the head of the region called urban passenger transport in Perm “the most opaque area.” And the new transport concept, according to the governor, “is a further path to opacity.”

At the same time, the governor briefly described his vector for the development of the transport industry. Thus, he proposed moving from the approved fixed tariff to a maximum tariff, as well as simplifying access for carriers to routes. According to the governor, in this case competition would arise and the price of tickets would decrease.

Let us note that, by order of the governor, the structure of the Perm administration is now being brought into line with the structure of the region. The recreated block “City Services” is close in functionality to the regional Ministry of Transport.

Yesterday Maxim Zavarzin assessed his move to work in the city administration as an increase. According to him, in his new position he will have to solve more narrow problems than in the regional administration. “The city government is closer to the people. We will have to deal with the area that is most sensitive to the population - transport and external improvement,” noted Mr. Zavarzin. According to him, specific tasks have not yet been formulated. However, it is already clear that the new position will have to resolve the issues raised in the master plan. In particular, solve the problem of traffic jams and create priority for public transport. In addition, it is necessary to create a convenient model in which public transport can be self-regulating.

Rostislav Doroshenko, whom Kommersant’s sources had previously tipped for the position of Deputy Minister of Transport of the region, said that he would take the position of head of the transport department in the department: “I was never confirmed in the position, which means there were reasons for this.” According to him, he previously worked with Mr. Zavarzin, now together they have to solve many problems. “The position is very difficult. There are many unresolved legal problems not only at the local, but also at the federal level. We have to somehow resolve these issues,” noted Mr. Doroshenko.

The former head of the Perm Transport Committee, Igor Sasunov, believes that Maxim Zavarzin is a worthy candidate for this position.

“I know Maxim Zavarzin quite well already. He is a mature, capable specialist, a “bright head.” But he got a very hard job,” noted Mr. Sasunov. According to him, how productive his work will be can only be guessed if you know what specific tasks are assigned to him. “But in any case, I think he has enough experience and knowledge to cope. And if he succeeds, it will be a big plus for him,” says Igor Sasunov.
