The state program for recycling auto junk in the Kama region produced unimportant results: the number of cars scrapped is several times less than in neighboring regions. Dealers say the reason lies
in short supply for new cars. However, even without the “recycling” program, the Perm vehicle fleet is considered one of the youngest in the country.

According to the Ministry of Industry and Trade of the Russian Federation, for the entire period of operation of the state program for the recycling of old cars - since March 2010 - in the Perm Territory 6887 certificates for the purchase of new cars were issued and 6652 agreements for the purchase of cars were concluded (information as of March 16, 2011 - BG) . This is significantly lower than the indicators of neighboring regions: for example, in the Sverdlovsk region 11,372 certificates were issued and 10,099 contracts were concluded, in the Republic of Tatarstan 26,463 certificates were issued and 25,062 contracts were concluded. According to the Ministry of Industry and Trade, the implementation of the program in the Perm region is moving at the same pace as the Ulyanovsk region (6.8 thousand certificates/5.9 thousand contracts).

Let us remind you that according to the program designed to stimulate sales of cars assembled in the Russian Federation, everyone who scraps a car older than ten years (with a permissible weight of no more than 3.5 tons, which was with the owner for at least one year) receives a certificate from the state for 50 thousand . rub. For this amount, the car enthusiast receives a discount on a car made in Russia. According to the Autostat agency, in Russia the program increased sales volumes by 30%: in 2010, 1.9 million cars were sold, of which 260 thousand were “recycling” sales. More than 80% of this number are AvtoVAZ products.

Perm car dealers explain the weak performance of the program in the Kama region by the shortage of cars. General Director of DAV-Avto LLC Dmitry Basharov says that during 2010 the shortage was felt for all domestic cars, not only Lada, but also UAZ, Chevrolet-Niva. “We didn’t feel much help from the recycling program; we would have sold cars anyway, because there were no free cars on the market,” says Mr. Basharov. “If there was plenty in the market, with the help of the program we would increase sales by 10-20%.” The general director and co-owner of the EKS-Auto holding, Alexey Yarushin, says that the shortage of domestic cars remains - the queue for some cars has now stretched until June 2011. “According to the recycling program, first of all they take VAZ “classics” - budget cars costing up to 200 thousand rubles. But there are not enough low-budget cars for the whole of Russia. If only they would give us more cars, they would sell more,” the dealer complains.

The problem of recycling old cars is irrelevant for the Kama region, says the Autostat agency. According to his research, the vehicle fleet in the Perm region is one of the youngest in Russia, with an average age of nine and a half years. The Tatarstan market is slightly younger (9.3 years). In third place is Moscow (10.1 years). The oldest fleet of passenger cars is in the Far East and the Kaliningrad region. The three worst regions of Russia in terms of the average age of the vehicle fleet look like this: Kamchatka Territory (20.5 years), Sakhalin Region (19.7), Kaliningrad Region (19.7). n
