The struggle for money from the gambling business is gaining new turnover: the gambling zone "Azov-City" is eliminated. Prime Minister Vladimir Putin signed an order to liquidate the Azov City gambling zone in the Rostov region. The document is published on the government website. In November 2010, President Dmitry Medvedev excluded the Rostov region from the list of regions of the location of gambling zones.

The initiator of the abolition (option - transfer) “Azov City” was the authorities of the Krasnodar Territory. According to officials, the remoteness of the Rostov part of the zone from settlements did not attract either players or investors.

All the preliminary work of the authorities and investors is rewound, on the basis that the zone was not attractive to investors and players. True, Azov City was the only gambling zone in reality in the country-even seemed to work there.

At the time of the abolition of Azov City, investors spent about 50 million rubles (assessment of the Rostov authorities), they are promised compensation-though they are only promised and their order is not determined. The Rostov authorities do not demonstrate despondency, stating that the construction of the road and other infrastructure is necessary without the gambling zone. The regional budget spent an amount comparable to private investments on Azov City. The authorities of the Rostov Region are “worked out” with the issue of compensation and, if force majeure does not happen, the federal budget will have to be paid.

President Medvedev recently introduced a number of amendments to the laws, introducing, including criminal liability for the illegal gambling business. Due to the unsuccessful issues of issues in the current legislation, for example, with the confiscation of the equipment of closed gambling establishments (the courts returned it back to the owners).

Developing the president’s thoughts, State Duma deputy Vladimir Gruzdev spoke the day before with a bold lobby initiative. “For each of these zones, it would be logical to open an Internet site on which registered users could take part in the game online,” Gruzdev suggested. “Why don't we make an official Internet casino-a kind of dedicated zone on the network?” The rest of the Internet casino deputy suggested “banning” (block access to resources) by agreement with providers. That is, he proposed legalizing the Internet casino, concentrating control over them in the hands of individual businessmen. Theoretically, all these initiatives are designed to breathe life into dead gambling zones.

According to some estimates (though they are poorly verified), the market volume of the online casino is several billion dollars. And in this meadow, the state also wants to establish rules. Experts evaluate the capabilities of law enforcement agencies to combat the Internet casino with skepticism-the servers are abroad, and there are not so many technical capabilities to fight.

However, the authorities stubbornly try to do something with the gambling business. The approach is clear. Instead of the initially doomed reservation, which Vladimir Putin proposed several years ago, a continuous business departure in the underground and the Internet came out. The recent conflict of the prosecutor's office and the Investigative Committee also opened the roofing schemes for this business by government officials. It turns out that according to the results of the Putin reform, only the state does not receive income from the casino.

That the state does not like and it seeks to squeeze the rest of the beneficiaries and return the game money to the state and hands of trusted merchants.

It is embarrassed to remind, but to the fight against the gambling, under the sauce of which the decision on the game zones was made, the current activity has a weak concern. At least, such rhetoric in a public field is not particularly discovered. Did she really defeat her?
