Some representatives of that layer, which is metaphorically and completely anti-scientific called the "political elite", because of the uncertainty with the 2012 presidential candidate, began to lose their nerves. This manifested itself in the fact that minor characters of the “elite” suddenly began to swear allegiance to Vladimir Putin, certainly doing him a favor personally, but violating the main apparatus ideologeme of recent years about unity in tandem, which is guarded by the team of Vladislav Surkov. The Libyan issue provoked statements, and quite harsh ones, by the deputy head of the State Duma Committee on CIS Affairs, Konstantin Zatulin, and the head of the political department of the Central Election Commission of the United Russia party, Alexei Chadayev, the author of a Putin guide with the characteristic title “His Ideology.” Both of them paid with their positions for their words about Dmitry Medvedev's "wrong" position on Libya.
For example, Konstantin Zatulin owned such thoughts, which at some point almost expanded the boundaries of public discourse within the authorities: “I am for Putin. They don’t change horses at the crossing”; “In my opinion, the chairman of the government of the Russian Federation, the leader of United Russia, showed courage in describing the resolution of the Security Council. I don’t attribute everything else to courage, but I attribute it to another quality. But Chadayev: "I consider the attempt of the Kremlin inhabitants to join the chorus of condemning Gaddafi a mistake that could cost Medvedev's political future." Further on his blog, the United Russia ideologue scolded Medvedev for taking part in the celebrations on the occasion of the anniversary of Boris Yeltsin and for awarding the order to Mikhail Gorbachev. Eurasian patriot Alexander Dugin, who once hinted that Medvedev was working for the West, carefully commented on Zatulin's resignation in the sense that "today Zatulin was kicked out for splitting the tandem, and tomorrow someone will be rewarded for splitting the tandem."
The opinion of the official agitprop was conveyed to the public as clearly as possible by United Russia deputy Sergei Markov, who always clearly stated what had been formulated at the kick-off meetings: Zatulin was punished for "wiring" Putin and Medvedev. And further: “I think when certain people of Medvedev say that Dmitry Anatolyevich wants to run for a second term, they mean that Dmitry Anatolyevich wants to run for a second term together with Vladimir Vladimirovich, he wants Vladimir Vladimirovich to support him. . That is, the tandem will continue after the elections.”
This means that as long as there is no certainty with the candidate, it is strictly forbidden to split the duumvirate. At the same time, there is a thick hint in these words that Medvedev's rating completely depends on Putin's charisma, and the young president still cannot live in politics without a patron.
What is happening at the same time testifies to several things. First, the duumvirs have not yet decided. Secondly, despite the fact that the evening ceases to be languid, there is no need to talk about a full-fledged personal war between the members of the tandem, but the teams are fighting with the last directness, going for broke, being ready to lose their reputations and posts. Thirdly, attempts began to analyze the possibilities of Medvedev as an independent player, acting without Putin and in opposition to Putin, attempts to find his social support (see Evgeny Gontmakher's comment on this page).
Dmitry Medvedev, it must be said, is himself, as they say, in search. Recently, he has been patrolling his estates, as if measuring the possible support of social groups: either he will sanctify the appointment of officers to the highest positions with his name, or he will probe the heads of municipalities, or even will completely improve the working conditions of workers. And rightly so: it is time for the proletarians of all countries to make up their minds.
