The direction recommended by the president is generally understandable. Medvedev proposed to develop a monitoring system to find out how many drug addicts are in the country. Further, a qualitatively different prevention is needed. “The effectiveness of prevention remains extremely low,” the president admitted.

What approach is understandable and possibly excusable, but the attitude is indirect to the real struggle with drug addiction.
The idea of any prevention to the hearts of bureaucrats to the hearts of bureaucrats is, first of all, by the fact that in fact the results are difficult to evaluate, almost impossible, and if quantitative indicators are required (“For a year, three percent decreased by the number ...”) - they are easy to falsify due to a simple game with status.
When the authorities try to solve the problem, unresolved by pumping money, they rests on a dead end. And they usually choose those solutions that do not solve anything. The solution is usually located when it promises a serious administrative or financial profit to persons pushing it. And the larger the profit, the louder the advertising of such a decision.
The profanation of the fight against drug addiction is visible by one characteristic feature. When it is difficult and not clear how to deal with a particular problem, the authorities invariably begin to “look for where it is light” - to offer to infringe on the freedom of the spread of information (sometimes really harmful, but the measure is not more useful from this). So now Dmitry Medvedev offers to close 10 thousand sites, which, in his opinion, are engaged in the popularization of drugs. Such “virtualization of the struggle” is a sure sign of departmental campaign, instead of a systematic approach.
