Beslan was denied memory

Recall that in 2008 the human rights organization "Voices of Beslan" lost legal status. The organization was re -registered so that there were no founders left in it. Her original chairman Ella Kesaeva called the situation a "raider seizure." Since then, there are two organizations "Voice of Beslan". One is new - legal entity "North Ossetian public organization" Voice of Beslan "". According to Ella Kesaeva, she has nothing to do with the victims of the attack and exists only on paper. The second - the old, lost legal status - the All -Russian public organization "Voice of Beslan", in which the mothers of the dead and injured in the terrorist attack remained.

Without legal status, according to Ella Kesaeva, it is more difficult to hire lawyers, rent an office, and keep accounting. As a result, together in the associates of Ella Kesaeva decided to create a new legal entity - "Memory of Beslan." About why nothing came of this, she told in an interview with Radio Liberty.

- We decided to create and register the public organization "Memory of Beslan" last year. Since then, documents have been prepared. The charter was generally copied from the charter of the public movement of Leo Ponomarev "For Human Rights", making minor changes.

Let me remind you that in 2006-2008, we, the Voices of Beslan, were state registration. These two years, attempts continued through the court to take it away. False documents and fake signatures were used. As a result, the raider seizure of the legal entity of the Voice of Beslan occurred essentially. We repeatedly complained to the courts, but to no avail: only losing strength and time. People who, as we believe, provided the court with deliberately false documents did not bear criminal liability. Having lost legal status, we remained not registered by the All -Russian public organization Voice of Beslan.

- Why did you need a legal entity? The fact that your organization "Voice of Beslan" has lost its legal status complicated the procedure, say, for charitable organizations?

- Certainly. This complicated our office activity. We could not hire lawyers in full force. Could not seek cooperation with charitable foundations. Calmly as a legal entity "Voice of Beslan" we existed for only three months. Then they began to torment us: we were arranged endless checks during which we took the documents we collected; In fact, they took away the office ...

- Have you left without the support of the state and charitable organizations?

- We did not expect help from the state, but could have contacted charitable foundations. We could not do this due to the fact that there was constantly the threat of the loss of a legal entity, documents ... This threat came true. And the court actually legalized the raider seizure. Therefore, we decided to try to create a new legal entity "Memory of Beslan."

- Have you succeeded?

- Several times the Ministry of Justice of North Ossetia refused to accept documents from us without written explanations. For example, such claims were made orally: the papers were not stitched with a thread. They found fault with everything. All communication with the employees of the local Ministry of Justice was humiliating for us: "You are not patriots, take out thecs from the republic, why are you needed." In early March, we still took the documents from us. The deadline came to answer us, but we did not receive any answer. Only after our calls did we receive a letter with refusal.

- Why were they refused?

- Fifteen mistakes have found in our documents. Mostly comments on the charter that we copied from the charter of the movement of Leo Ponomarev "For Human Rights". There were other claims: we supposedly did not form the control and audit authority, presented inadequate information about the address, did not indicate the legal form and economic type of activity. This is not true. We formed and presented a protocol of its creation. Information about the address indicated and assured by the notary. They also indicated everything else.

- Will you submit documents again?

- This is the only thing we can: again and again submit documents. We were hinted that each time we have to pay a state fee of four thousand rubles and remain without registration. Well, we will submit the documents again. And we will have to conclude that we are not registered in principle.

- Is it too early to draw such a conclusion?

-In fact, it is possible now: after all, we are made claims-about the control and audit authority, address, type of activity-groundless. The second or third refusal - and the conclusion will be one hundred percent. The deputy head of the Ministry of Justice in North Ossetia, Irina Slanova, cannot help but know how the legal entity "Voice of Beslan" was captured ...

- What is happening now with this legal entity? Does this organization attempt to act on your behalf? Who enters it?

- The organization is actually virtual. I know from employees of the Ministry of Justice that they are not seriously checked and not required to report. Its meaning is to ensure that we do not try to return this legal entity. Therefore, it is not closed.

-Do you feel the support of victims of other terrorist attacks-the Volga-Don organizations, Nord-Ost, Mother Beslan?

- There are only four public organizations of the victims of terrorist attacks, and we hold together. Together, we developed a bill on the status of victims of terrorist attacks. Together we are trying to achieve its adoption: terrorist attacks continue, but there are no social guarantees. We sent the bill to the former president, to the Federation Council and the State Duma - no results. Now we are waiting for a meeting with President Medvedev to transfer the text of the bill and convey to him our concern about the investigation of the terrorist attack in Beslan. We ask not only for the victims of the Beslan’s terrorist attack, but for everyone who had the misfortune to fall into the attack, or, alas, will have such misfortune. In addition, we would like to tell him about how the courts were included in the chain of pressure on public organizations. It is important for him as a lawyer to find out about it.

- Are you sure that the meeting with Dmitry Medvedev will take place?

- He promised two mothers of children who died in Beslan during a visit to the cemetery. I believe that he will hold back the word. Now we are waiting for a call from his secretaries. In parallel, we are preparing appeals to Strasbourg, ”said Ella Kesaeva.

The Ministry of Justice of North Ossetia believes that "there is no conflict." This was announced in an interview with Radio Liberty by the Deputy Head of the Department of the Ministry of Justice of Russia for the Republic of North Ossetia Irina Slainova :

“I understand that this is Beslan’s mother.” But we conduct a legal examination, and we have no right to register, if there are violations. Kesaeva has the entire list of violated norms. The grounds for refusing registration are set out on two sheets, if not more. All of them are with links to the norms of the law. This is not an obstacle for re -treatment. Let them eliminate these violations and again apply for registration. If they do not agree with our position, let our refusal to a higher instance or in court appeal. This is not the first person to whom we refused to register. Last year, about thirty statements were returned due to refusal to state registration. We have the only requirement - compliance with the charter and other documents with the requirements of the law. We have no personal hostility to anyone.

Irina Slainova added that the "legal entity" of the Voice of Beslan continues to carry out its activities after the change of leader. " Ella Kesaeva and her like -minded people of the victims and dead in the attack of children were not heard about this activity.
