In Russia, a single state exam (exam) has launched. The test results will be taken into account as an entrance exam when admitted to most universities. Although the USE has been going on for several years, the scandals around him do not subside, but on the contrary, gain momentum. The last of them did not go unnoticed by Dmitry Medvedev. Minister of Education Andrei Fursenko, who decided literally before the examination pores to change the conditions for passing exams, caused the president’s anger. Meanwhile, judging by the surveys, the supporters of the exam are becoming less and less, and experts are loudly talking about the degradation of the domestic education system.
On Friday, schoolchildren pass the exam in one subject to choose from - computer science, biology or literature. Exams in all regions of the country begin at 10:00. In total, almost 730 thousand school graduates are passing a single exam this year, which is almost 10% less than last year.
Exams in the main subjects - the Russian language and mathematics - will be held on May 30 and June 6, and on the subjects of choice - June 3, 10, 14 (foreign language, chemistry, geography, social studies, history and physics). In the main terms of the exam, graduates of educational institutions of the current year will be handed over, those who have mastered the educational program of secondary general education in the form of externalities, graduates of previous years, planning to enter osuza and universities.
Also, for graduates who will not be able to hand over the exam in the main time, for example, due to illness, “reserve days” are allocated - on June 16, 17, 18 and 20.
And those who have received an unsatisfactory result of the exam in Russian or mathematics may retake exams on the decision of the State Examination Commission in an additional time (in the period from July 8 to 18).
This year, as reported in Rosobrnadzor, "the total maximum preliminary assessment of the exam in all subjects increased by 4 points and is 64 points." At the same time, it was emphasized here that "the number of tasks with the choice of answer has decreased, and the number of tasks, the implementation of which requires logical thinking, the ability to draw conclusions, has increased."
In Rosobrnadzor, they added that "a different amount of time is devoted for the delivery of items." So, for example, 4 hours are allocated for mathematics and physics, 3.5 on history and social studies, 3 hours in Russian, biology and chemistry - 3, and for foreign languages - 2.5 hours.
This year, three new conditions for passing the exam were adopted
Although the USE has long become mandatory for everyone, the conditions for its conduct are adjusted every year. This year in the procedure for passing the exam there are three significant changes. The first is a complete ban on mobile phones. A year ago, the law did not allow them to use them on the exam, but to have with him - he did not forbid, recalled the head of the Federal Service for Supervision of Education and Science Lyubov Glebov.
“Last year, this was interpreted as follows: I will take it, but I won’t use it. And if I don’t use it, then I don’t have to select it from me. Now the law is definitely interpreted - you can’t have a mobile phone or other means of communication with you that can give information,” Glebova explained.
The second change is mandatory, and not desirable, as before, the presence of public observers in the exam. They may also be parents whose children also pass the exam, but not in this school. Social activists need special training and accreditation in the educational authorities. All this, according to Lyubov Glebova, should affect trust in the procedure itself and the results.
“If a public observer is not sent to the examination point, this is a violation of those procedures that ensure the reliability, transparency and objectivity of the results. A public observer must ensure that everyone is in an equal footing, so that no one will write off, and so on,” Glebov comments on the phone.
And the last innovation - control and measuring materials - Kima, as they are called, received the status of a document with limited access information. That is, in fact became secret materials. This means that for the spread of options for the exam on the Internet with one cancellation of examination results will not be limited.
“We had a practice when, from the generosity of sincere (or it is still incomprehensible from what), the guys from the Far East took pictures of their Kima and posted them on the Internet. They did not bring any benefits to anyone, but did their own bear service. But now they violate the law,” Glebov claims.
For violation, an administrative fine threatens, and in some cases, criminal liability. In order not to bring to extremes, Glebov’s love calls for a great explanatory work in schools. Graduates should know that a mobile phone brought to the exam, even if turned off, can become a source of big troubles. And also a big question - whether the student will be allowed to retake the exam this year.
Glebova also said that control and measuring materials (KIM) have undergone changes this year. So, the number of tasks with the choice of answers and brief answers for physics, geography and social studies decreased.
In Kim, in biology and geography, tasks with a detailed answer were added, for the Russian language, mathematics, social studies, literature and a foreign language, criteria for evaluating tasks in part “C” have been improved.
Detailed information on the exam is available on the website www.ege.edu.ru. In addition, “hot lines” work in all subjects for consultations on a single state examination, calling for which you can get detailed information about the exam, the design of tasks, organizational requirements. The phones of the "hot line" in the regions are on the official website of Rosobrnadzor (www.obrnadzor.gov.ru).
The last scandal
Shortly before the examination tests of the Ministry of Education, once again mocked over graduates . There was information that the list of items that they need to be handed over for admission to the selected faculty has changed.
Recall that the Ministry of Education and Science decided in May, shortly before the exam, release order No. 86 "On amendments to the list of entrance examinations ...". According to the document, the USE set has changed, which is needed for admission to a particular specialty. That is, schoolchildren were preparing for one exams, and right before the exams they learned that for admission to the desired faculty, completely different ones were needed.
The Russian Student Union was preparing to hold a protest on the Ministry of Education and Science of the Ministry of Education and Science, a wave of discontent rose in society. As a result, the ministry hastily canceled a scandalous order and ordered universities to return to the initially approved exam list, which universities provided before February 1, 2011.
The president who scolded Fursenko responded to indignation in society at a meeting on the improvement of the health of schoolchildren and children in preschool institutions. "I draw your attention to the fact that you need to be more accurate with orders. You are your order called" Order No. 86 "on the hind legs put the whole country," Medvedev said.
The president urged officials to first think about the decisions made, and only then adopt laws and sign orders, so that later he would not have to change everything back. "I mean not only the ministry itself (education and science, as in the case of" Order No. 86 " - approx. Ed.), But all the norm -making work that the government is conducting. It is more accurate, these are very sensitive things," the president said. “Otherwise, it looks very, very ugly,” Medvedev remarked.
The examination of the exam is less and less
In recent years, the share of Russians, negatively related to the introduction of a unified state examination, has grown by almost ten percentage points, and the share of the examination of the exam has decreased by eight percentage points, the results of the Levada Center survey testify.
According to the results of a survey conducted on May 13-16 in 45 constituent entities of the Russian Federation, the share of opponents of the exam was 41%, while five years ago it was less - 32%. The unified state exam is approved by a little more than a third (36%) of respondents (44% in 2006).
According to sociologists, the proportion of those who believe that the exam is worse evaluates the knowledge of school graduates compared to ordinary exams - now there are 43% against 29% in 2006.
In general, the state of the modern education system is the relative majority of Russians (48%). It is considered good 27%, bad - 21% of respondents.
Experts also critically evaluate existing educational programs and the system as a whole. In particular, the corresponding member of the All-Russian Academy of Education Alexander Abramov is sure that the educational system in Russia is degrading.
“This is a nationwide catastrophe, you need to change everything, and first of all, a policy,” Abramov said “km.ru” . “The last 10 years of the so -called modernization have contributed to degradation. All these years, except for the chatter, has not been done in relation to four whales, on which the education of teachers in a broad sense, the content of education, the content of education, the means of education, and most importantly - the educational environment, i.e. the level of respect and the level of respect and the level of respect and the level of respect and the level of respect and the level of respect and the level of respect and the level The atmosphere in society.
