The Ministry of Economic Development proposes to give independence to oil refineries

The Ministry of Economic Development proposed to withdraw oil refineries from the composition of vertically-integrated companies, RIA Novosti reports on May 30. This was told by the representative of the ministry Alexander Pirozhenko. Vertical-integrated companies capture the entire range of production and processing of oil products, and the removal of plants from their composition, according to Pirzhenko, will help return the competition to the oil market and reduce oil products. According to Pirozhenko, in the Ministry of Energy this proposal is also supported.

Alexander Pirozhenko believes that if factories begin to work exclusively with the so -called “tall raw materials” - that is, supplied structures that pay only for its processing - competition between oil producers will return “to the level of 2009”.

This proposal was made as part of the struggle for lowering fuel prices in the country. Recall that on May 27, the Ministry of Energy offered the Ministry of Economic Development a number of measures to reduce the cost of oil products. In particular, the Ministry of Energy issued the proposal of Rosneftegaz, according to which the company was supposed to purchase a refinery for independent oil producers. The capacities of this enterprise were supposed to provide various suppliers, and the share of each of them should not exceed 10 percent. At the same time, the profitability of the refineries is planned to limit up to 10-15 percent.

This spring, a number of Russian regions were faced with fuel shortage. The head of the Federal Antimonopoly Service, Igor Artemyev, said that gasoline deficiency is a man -made crisis, which can also be called blackmail of large oil companies in relation to the government. The FAS instituted 52 cases on the facts of overstating gas prices and oil products.

Earlier, experts called the cause of the crisis an increase in global oil prices, which made the sale of fuel abroad more profitable than the country's trade.
