Medvedev gave a chance to schoolchildren to enter universities. However, Medvedev almost took this chance too. Surely the call immediately after school was fraught with rioters worse than the arena. However, in this case, we are not talking about the man -made crisis and myopia, but the conscious election course of Medvedev.

Schoolchildren will not shake the army immediately after school. Medvedev instructed the Minister of Defense Anatoly Serdyukov and the head of the Ministry of Education Andrei Fursenko to consider the issue of providing young people who graduated from technical schools after grade 9, give time to try to enter the institute once.

The problem is not new: back in 2002, Vladimir Putin said that in connection with the transition to a 12-year training system, schoolchildren will not suffer and then they submitted schoolchildren to the law regulating delay. Then, true. New circumstances were discovered.

Due to the reduction in the service life of the Ministry of Defense, the Ministry of Defense had a problem - how to fulfill the draft plan. They came up with know-how (they tried to implement it before). It consists in rising in the army of all young people who graduated from a university or technical school, without waiting for their admission to graduate school or university, respectively. Admission to graduate school is generally destructive for the draft: after all, a person may protect the candidate and not go to the army at all, since we are not called up for the candidates of sciences. And the young man at the age of 25, with higher education, probably hardly wants to work and graduate student, and this is perfectly understood to the Ministry of Defense, give a year of his life in the name of the vague “state”, which has the face of a comrade of the military commissar.

Therefore, now the spring call is extended every year until July 15, and the term of training in most universities who did not come up with how to fight for their students yesterday ends on June 30. The Ministry of Defense has two weeks to solve the problem of calling for graduates of universities. However, students also fall under this extension. The same problem was recently solved in Armenia by an increase in draft age up to 19 years.

The Russian authorities are generally extremely “professional” in the creation of unnecessary man -made crises. Recall at least the monetization of benefits or spring rallies of fishermen against the introduction of de facto fishing.

However, in this particular case, we are talking about a deliberately pestile, man -made pre -election wiring.

Article 24 of the Law “On Military Service”, which refers to delay, is a favorite object of editing of various lobbyists and populists. Especially the latter. Only for the current convocation of the State Duma, four bills were introduced with amendments that give the right to delay additional groups of citizens.

Among them, there is a bill introduced less than two months ago by a group of deputies of the uniforms. Paragraph “G” of this bill says that citizens “who have completed training on educational programs specified in subparagraphs“ A ”and“ B ”(subparagraph“ A ”are said about“ educational institutions for educational programs of secondary (complete) general education ”) of this paragraph (with the exception of the educational program of postgraduate professional education), for a period of the year of the year of the year of the year of the year of the year of the year of the year of the year of the year. educational institution. That is, a group of influential United Russia, including prominent lobbyists of the Ministry of Defense - for example, Viktor Zavarzin - already offered deferrals for citizens who only graduated from school.

What was the fate of this bill? On April 7, it was introduced to the State Duma (about an hour in the afternoon, at about five o’clock in the evening, according to the State Duma database, it was registered as expected and sent to the defense committee). And on April 12, the authors of the initiative recalled their own project, giving former schoolchildren the right to delay before the autumn call. Which was approved by parliamentarians on April 18.

Next, there is a completely interesting story. On April 24, President Medvedev signs a decree on the extension of the draft until July 15. This is, in principle, a planned event. However, it is precisely under the decree with his signature that students fall.

There is a fork here: why the influential deputies of the uninstall have withdrawn their own bill. I would like to believe that it was the initiative of the generals from the Ministry of Defense, who always suffer about the call. Otherwise, it turns out that the deputies were recommended to withdraw a normal and logical bill on the initiative of the presidential administration. In order to personally, President Medvedev could order (namely - order) to give students the right to enter universities. Thus, the renunciation of the generals who opposed the increase in draft age. The lack of need to increase the draft age, for example, recently stated the deputy chief of the General Staff Vasily Smirnov.

It is clear that shaving schoolchildren in the pre -election year immediately after school is suicide. In a country where more than half of the inhabitants, according to polls, opens against their children to go to the army, there is a risk of getting riots cleaner than Manezhnaya Square. And then there is no majority of “United Russia” (because it would look like a mockery), and there is all the failure of modernization or what is it called there.

However, individual representatives of the authorities decided to additionally twist the problem, for the solution of which Medvedev is not only to thank, but even “the guy does his work” should not be said.

If you focus on the opinions of most Russians, the call must be canceled already in the medium term. However, as we have already written (see military-field accounting ), the problem is not so much in the presence of a draft army as in the absence of the Russian authorities of understanding, what armed forces are needed by the country and citizens and what needs to be done to reform them in this way. Without a systematic representation, “school” incidents will multiply, and the army will remain a mild version of the zone.
