- Unfortunately, the government has methods of influence only on wholesale prices. In addition to “from above”, the state makes attempts to stimulate the exchange trade in oil products, which could some extent reduce prices, but so far these attempts are not too successful.
As for retail prices for gasoline, they usually do not decrease much after wholesale or do not decrease at all. The fact is that in addition to oil companies, gas stations have other owners who, in particular, work with oil companies in franchise schemes. That is why the government has no leverage on retail sellers - there are too many of them.
If we talk about the incentives for investment in oil refining for oil companies, the government is constantly developing such incentives - it introduces Euro standards, then it is going to increase export duties on dark oil products that will export them, and then production is unprofitable. But the issue of modernizing its refineries by oil companies is moving very, very slowly.
