1. Let drug addicts bully their parents, rob passers-by, etc., in order to buy a dose for themselves (and they buy it in 95% of cases, despite the efforts of the fighters). Let them support with this money all the bastards that there are in the world on the way from Afghanistan to Europe. Let them be afraid of the state, don’t go to doctors and psychologists. Let them inject themselves with God knows what from a common syringe. Let them become infected with hepatitis and AIDS and infect completely strangers through medical instruments, etc. Let them die from an overdose.

2. Let drug addicts work (at least in government jobs, short-term and low-paid, if they can no longer hold a decent job), and earn themselves the dose that the state gives them at cost. Let them receive this dose in a disposable syringe tube. Let the cops have nothing to cheat them out of money for. Let them not be afraid to turn to the state for help - medical and psychological. But the most important thing is that the manufacturers and all the other bastards, thanks to which heroin finds its consumer, do not receive a single extra penny from the very moment a person comes to the doctor and says: “I inject heroin.” And he will come if he knows that they will try to help him.

Which option looks smarter?

Note that it is the first path that leads to the death of people. And in the second there is no “encouragement of drug addiction.” Nothing more than a rational approach to the problem. And it is precisely this that allows us to help people not to destroy themselves. By the way, the key word here is help. Simply that the state does not have ways to “allow” or “not allow” people to destroy themselves.
