The Arbitration Court of the Perm Territory received a statement of claim from JSC Eurasian Service Company against the municipal procurement department and the education department of the Perm city administration to invalidate the open auction for the right to conclude a municipal contract for the overhaul of gymnasium No. 17. The plaintiff also filed an application to secure the claim.

Let us remind you that the gymnasium building is located at the address: st. Lenin and Newspapers "Zvezda", 31/15 and is an architectural monument. The gymnasium was closed for renovations 2 years ago. Students were transferred to other schools during the renovation. Parents of students even staged a picket to draw attention to this problem.

It is worth noting that the mayor's office held two auctions. At the first, the winner was CJSC Eurasian Service Company, which offered the lowest contract price of 101 million rubles. However, the results of the auction were challenged by the Federal Antimonopoly Service. In the second auction, Permstroymet+ LLC was declared the winner. Eurasian Service Company also tried to challenge the results of the second auction, but the Federal Antimonopoly Service took the side of the defendant. As a result, last week the mayor’s office entered into an agreement for the renovation of the gymnasium with Permstroymet+ LLC.

As stated in the materials of the arbitration court, the claim of the Eurasian Service Company was left without progress. The plaintiff will have until June 27 to correct the violations committed when submitting the application, namely, pay an additional state fee and submit an extract from the Unified State Register of Legal Entities.

“The open auction and, accordingly, the conclusion of the municipal contract were carried out in accordance with current legislation. If any organization participating in the procedure had doubts about the correctness of the procedures, they should be resolved exclusively in the legal field - in court,” commented the city department education
