Experts Transparency International and volunteers of the design and educational laboratory of anti-corruption policy have conducted a study by declarations of State Duma deputies over the past three years. The New Times studied the results of this work and traced the dynamics of changes in the welfare of the people's deputies

Deputies from the party of the authorities are guided by their government and either do not hide data about their huge income, or simply refuse to talk about it.
The Vice Speaker of the State Duma Lyubov Slisk this year did not submit a declaration of income. Perhaps this is due to unpleasant memories: after all, she was robbed in 2006 (a year before the election to the Duma of the fifth convocation) and carried away jewelry for half a million dollars. Suddenly the declaration is a bad sign before the new elections?
For the second year in a row, Boris Gryzlov is running in his duties - he does not publish the data of his wife Ada. Probably because the lawmakers have not developed a law that determines the punishment for the non -fulfillment of this obligatory gesture - neither for parliamentary deputies, nor for their close relatives.
But even those who, in goodwill, tells voters about their expenses and acquisitions do not care much about the formal information of the balance.
Last year, it turned out to be difficult for a member of the State Duma Committee on Labor and Social Policy from United Russia Grigory Anikeev. Until 2007, when Anikeev became a deputy, he was a simple entrepreneur and headed the industrial group of the Ankeev Business Invest (Abby Group). The group includes enterprises of the Vladimir region for the production of semi -finished products, a meat processing plant that produces dumplings, dumplings and pancakes, companies producing sausages, sausages and sausages, meat delicacies and minced meat, as well as several retail chains, retail outlets in two Vladimir markets, a shopping center, construction companies, a charity fund, and media assets.
In 2007, Anikeev took over an impressive real estate in his native Vladimir region: 10 land plots, 6 houses and 6 apartments, a share in a garage with an area of 865.3 square meters. m, as well as 30 different objects, including warehouses, a dining room building, a closed parking lot, a workshop, retail pavilions, a shopping center and non -residential premises. The total area of the Anikeevsky lands in those years was 51.775 square meters. m, houses - 1313.1 square meters. m, apartments - 542.9 square meters. m, and the area of the remaining premises is 17.411 square meters. m. In four years of civil service, the official’s earnings doubled from 415 million rubles to 877 million rubles. But this is not at all due to income from entrepreneurial activity, no.
Anikeev got rid of almost all land plots, he no longer has two houses, six apartments, as well as shares in the garage. True, Anikeev bought three new sites - one 8871 square meters. m, second 5787 sq. m, and the third 582 sq. m. But the technopark of Anikeeva was noticeably impoverished-the Suzuki Grand Vitara, XL-7 car, a trailer, Briz Falcon-360 boat, BRIG Motor Boat, a CAMAHA 5M, the Yamaha VK 540e motor, as well as the share of the Dassault 2000EX EASY aircraft, disappeared from it. So the new possessions Grigory Anikeev go around the remaining Hammer H2, Kia-Spectra, BMW-750LI and Mersedes-Benz S500.
Member of the Committee on International Affairs Ruslan Kondratov, before becoming a folk chosen one, was considered one of the most influential people in the fishing industry of Primorye. But before the elections to the Duma, he brought his annual income in accordance with the Middle Audpool - almost 1.6 million rubles. He owned two land plots with a total area of 1876 square meters. m. In 2009, Kondratov had a third section - 600 square meters. m and residential building - 608.60 square meters. m, and earnings increased only by 366 thousand rubles. This increase, apparently, allowed the former fisherman to purchase three more land in 2010 - 1215 square meters. m, 506 sq. m and 300 sq. m, as well as the Italian sports motorcycle Ducati Multistrada 1200 (costs from 780 thousand to a million rubles). Needless to say, Kondratov knows how to deny himself a lot for the sake of technology - the motorcycle cost him two -thirds of the annual income.
The deputy chairman of the budget and tax committee Andrei Makarov also lives budget. In 2007, his annual income amounted to a little more than 1.2 million rubles, but there were two plots of 2500 square meters near Moscow. m each, two small apartments in Moscow and a house with an area of 746 square meters. m, as well as the Lexus LS 430 of 2005 release and a jeep of Mitsubishi Outlander. By 2010, Makarov’s income increased to 3,711,881 rubles (only due to the fees that he received as a leading justice television program), he did not have an apartment 37.5 square meters (cost - about 6 million rubles), but Lexus RX 350 (the cost from 2.58 million to 2.91 million rubles appeared). Apparently, for this, the apartment had to be sold to buy a new car for 2/3 annual income.
The deputy from Dagestan Asan (Asanbuba) of Nyudürbegov, a member of the Committee on Natural Resources, Nature Management and Ecology, who, before being elected to the Duma, lives well. When in 2007 he went to parliament the second time, he earned only 1,207,264 rubles, but even then Nyudürbegov had possessions in the Kaliningrad region: 6 land plots with a total area of 25,751 square meters. m and 4 houses with an area of 1437.2 square meters. m, as well as a garage of 1213.7 square meters. m. Asan Nyudürbegov-a large fan of the German brand BMW: in 2007 he already had the BMW M3 Cabrio, BMW 750 1998, BMW 760 2003, the BMW R2C motorcycle, the 2005 BMW X5, as well as the Toyota Land Cruiser and the two VAZ 21093 remaining from the beginning of the 90s.
By 2010, the income of Nyudürbegova increased by 750 thousand rubles, and the fleet almost completely changed. There are no more old vases, a motorcycle and Toyota, and some BMWs were replaced by new ones, now in the BMW 760LI garage, the price of which reaches 7 million rubles, and the BMW M6 COUP for 6.6 million rubles, as well as a trailer for transporting boats. In addition, Mr. Nyudürbeov acquired 15 non -residential buildings with an area of 439.7 square meters. m.
The fifth convocation of the State Duma negatively affected the finances of Viktor Taranin, a member of the Committee on Agrarian issues - his annual earnings decreased by 1.4 million rubles and now amounts to only 5.4 million rubles. The changes also affected land possessions - if at the beginning of the Duma session Taranin had one plot and four more in joint ownership, now this joint ownership is no longer. Now the deputy has four own sites - one old and three new, bought in 2010: 4250 square meters. m, 7022 sq. m and 3100 sq. m. also to the old house of 296.5 square meters. m added three more modestly. Needless to say, the most important thing for farmers is the Earth.
And Viktor Semenov, deputy chairman of the Committee on Regulations and the organization of the work of the Duma, bought himself a tennis court with an area of 1110 square meters. m. This was a good addition to two more houses and four land plots, as well as an elling with a pier and a sauna with a canopy belonging to his wife. Even the wife of Semenov, who earned 15,990,993 rubles in 2010, has three houses, economic construction, as well as the Dodge-Ram 1500 pickup, the Bayliner 3055 motor yacht and the yacht trailer.
The service of the people was beneficial to Yuri Savenko, the first deputy chairman of the defense committee, the former mayor of Kaliningrad. Savenko’s income over the past session increased by 840 thousand rubles and amounts to 2,141,840 rubles. At the time of his office, Savenko lived modestly - he had a declared house of 185 square meters. m. and a small area. No garages, no apartments, no vehicles. Now the deputy has a share in the garden plot of 603 square meters. m, garage, office apartment, Lexus LX-470 (cost-about 4 million rubles), and it also rents two sites-1226 square meters. m and 2900 sq. m.
But most of all, lawmaking helped Maxim Mishchenko, a deputy of 33 years. In the period from 2005 to 2010, Mishchenko headed “Russia's young”, and got into the Duma at the age of 30. At that time, the annual earnings of Mishchenko amounted to 24 thousand rubles, which he received from the student community of the Bauman MSTU, and he had nothing - neither lands, nor houses, nor apartments. Mishchenko still travels to the Mazda D 2500 and Toyota Hilux Surf, but he now has service and personal apartments, and the annual income is more than student profit hundreds of times - 1,960 192 rubles. In 2010, Maxim acquired the Yamaha XLT 1200 water engine. His wife, earning 35 thousand rubles a year, has a PEUGEOT 307, Gazelle and the Belarus 82.1 tractor. The main acquisition of four Mishchenko over the past year is the land for the construction of a residential building with an area of 3000 square meters. m and rural land 2,000,000 square meters. m is approximately 280 football fields.
In a conversation with The New Times, Mishchenko said that the lands are 280 km from Moscow in the Yaroslavl region near the dead village of Novopavlovskoye. Mishchenko and 11 of his companions-sponsors, who invested 1,400,000 rubles in the purchase of land, are going to create a community in this territory in which any young family can settle and live. The project is called "Youth - the village." Mishchenko says that this can be called a youth collective farm or, by analogy with Israeli realities, kibbutz - an agricultural commune. Such a mechanics - everyone who wants to build housing, but does not have enough money, comes under Novopavlovskoye, buys land - 7 thousand rubles per hectare - and begins to live, work, build a house, take care of the ground, grow products, start cattle. There are no electricity and roads, you can drive only in a jeep or tractor, in the summer there are a lot of insects. But despite this, there are already the first people. “I am sure that if we do not return to Earth, then we will lose it and the Chinese or someone else will take it from us,” the deputy explains.

The steady fall in the popularity of the party could not but affect the well -being of its members. So, in 2010, Denis Davitiashvili, a member of the Culture Committee, remained with nothing. Let the election to the Duma Davitiashvili not boast of a large salary - in a month he, according to the declaration, received 20,150 rubles, that is, 241,800 rubles a year. But the future deputy managed to buy an apartment of 52.2 square meters. m and collecting a modest car park: Ferrari F131, Mercedes Benz S600, Bentley Continenal GT, Honda GL 1800 motorcycle, Crownline190 BR boat, as well as Jaguar XJ and GAZ 31105. As the deputy was served, and the car flew was scent. So, by 2009, Davitiashvili had already received almost 2 million rubles, but he only had a boat and Ferrari. In the same year, it became known that the deputy takes the TV presenter and beauty Masha Malinovskaya as a wife. The press wrote that he gives her expensive gifts and cars, but already at the beginning of 2010, only six months of married life, the marriage broke up. And the boat with Ferrari was taken for debts.
Alexey Kavarnitsin, a member of the Committee on Physical Education and Sports, in 2010 was also forced to sell his Porsche Cayenne Turbo. True, he still has 1.9 million rubles with his deputy salary of Maserati M139 Aba Quattroporte and Mitsubishi Lancer 1.6 in the garage, but still sad. Member of the Commission on Legislative Establishing Corruption, Vladimir Taskaev no longer travels on his correct Nissan Pathfinder 4 Armada WD and does not go on the BRP GTX DI hydraulic cycle. It’s good at least two houses, an apartment, four land plots, 9 different buildings and a railway crossing.

The Communists, as it should be disenfranchised opposition, tried to demonstrate modesty last year. If earlier the electorate more than once had the opportunity to be outraged by income and acquisitions of “updated socialists”, then this time their declarations will not be nervous. In 2010, deputies from the Communist Party basically changed cars or completely refused personal transport.
Only Yuri Afonin, the first secretary of the Central Committee of the Union of Communist Youth, demonstrated the growth of welfare. His income increased by almost six times: from 1.97 million rubles in 2009 to 11.2 million rubles in 2010. But Afonin easily explained to The New Times the difference: he sold an apartment in the Moscow region (42 sq. M). Apparently, due to this, in 2010 he acquired a house with an area of 171 square meters. m and the Nissan Qashqai car (the cost is about 1 million rubles). Among other things, he owns a land plot of 1694 square meters. m.
But one of the richest and most influential communists, the Forbes list millionaire Sergei Muravlenko (his condition in 2010 amounted to 426 million rubles) bought a garage of 25 square meters last year. m.
Some communists are “tired” from their domestic production machines. So, Sergey Sobko, the founder of the Sobko industrial corporation, got rid of his Muscovite, remaining with two Mercedes. Together with the wife of Tatyana, they own land with a total area of more than 12 thousand square meters. m. Two cars are also recorded on it: Audi A6 and BMW X5 &. Tatyana Sobko is the general director of the Sobko Corporation.
69-year-old Alexei Ponomarev, who had previously changed one VAZ to another, last year, apparently decided that it was better without a car than with Lada, and sold it. A number of communists completely abandoned personal transport. So, Sergey Gavrilov, a member of the VTB Consulting Council, his Volkswagen Golf, bought in 2009, transferred his wife to his wife. Now he is a goal, like a falcon: and a land plot of 2628 square meters. m., and a residential building with an area of 281.7 square meters. m., and the apartment, and now the car is all with his wife.
The 73-year-old Valentin Kuptsov sold his passenger car Kia Sportage. Without Audi A6, Peter Romanov was left. I got rid of Mercedes Benz 3500L Tamara Pletneva. However, her spouse remained “five”.
Some deputies of the Communist Party, on the contrary, updated their fleet. Vladimir Komoedov, a former commander of the Black Sea Fleet of Russia, once again demonstrated his love for the South Korean auto industry, adding to his Hyundai Santa Fe2.2 another Lux car recreation - Hyundai IX 55 3.0 AT (costing from 1.7 to 2 million rubles), and in addition, bought a land plot of 800 square meters. m. The deputy’s income in two years has almost not changed, amounting to 2,290 thousand rubles in 2010. Only the Oryol Communist Vladimir Khakhichev distinguished himself with a non -standard acquisition. Unable to personal transport, the deputy bought a Belarus tractor for himself.

Most just Russians have changed in the year. They could not squeeze the party in the regions in the regions, so mostly, like the Communists, the Socialist -Revolutionaries sold and bought cars. But something curious was also discovered.
For example, Vasily Shestakov, former coach of Vladimir Putin in judo. In 2009, he had land plots with a total area of 6546 square meters. m., two deputy apartments, several foreign cars. Its income amounted to almost 2 million rubles. Somewhere 1.5 million, his wife-Tatyana Shestakova earned. In her personal use were two foreign cars. But suddenly in 2010, the wife of Shestakova turned out to be the owner of land plots with a total area of 24 thousand square meters. m. And her income grew to 11 million rubles. Probably the magic of Putin. Shestakov himself in 2010 earned only 4 million.
Last year, just azeros from the Altai Territory, Alexander Terentyev, was distinguished. His income grew more than six times-from 2.5 million rubles in 2009 to 16.4 million rubles in 2010. This is probably due to the sale of a house of 359 square meters. m. A powerful financial rear to the deputy is organized by the spouse - last year she introduced more than 7 million to the family budget. It also includes a land plot with an area of 1200 thousand square meters, two residential buildings with a total area of 712.6 square meters. m and two cars - Land Rover Discovery 3 and Range Rover Sport. Terentyev himself moves to Jaguar XK and Mercedes Benz S500.
The famous Volgograd businessman, the owner of the large developer company Diamant Development Group, suffered multiple losses, justoros Oleg Mikheev. He refused to rent space in 21 thousand square meters. m, deprived of a production base of 12.7 thousand square meters. m., recreation centers, buildings, with an area of 1382 square meters. m and two cars-truck (GAZ-3307) and Mersedes Benz CL600. Nevertheless, the deputy’s income decreased by seven times: from 706 million rubles in 2009 to 103 million in 2010. The deputy remained two land plots with a total area of 972 square meters. m., two residential buildings with a total area of 1279 square meters. m, store buildings (326 sq.m), warehouse (1382 sq.m), passing (17.6 sq.m), compressor (90.5 sq.m), warehouse corps (4 thousand square meters) and workshop (5957 sq. M).
The 37-year-old Justoros Anton Belyakov has long been known for his sentimental attitude to the domestic automobile industry. So even the opposition politician Vladimir Milov could not stand it and at the beginning of 2011 he turned to the prosecutor’s office with a request to figure out: how did the former pediatrician of the Moscow Clinical Hospital become the owner of a fleet, estimated at about 13 million rubles? Indeed, the “Gazelka” GAZ-3221 was added to the antique “Zaporozhtsa”, “Volga”, “Volga”, “Volga”, “Volga”, “Volga”, “Volga”, “Gazelka” GAZ-3221. But there is also imported technology: Chevrolet Express G1500, Toyota Land Cruiser 200, Wrangler jeep and Yamaha XVS 650 motorcycle. Probably, Milov’s assessment is close to fair. But besides the fleet and a rather modest deputy salary of almost 2 million rubles, Belyakov has only one house - 70.8 square meters. m. and not a single garage.
