A multifunctional museum center is being built in Vsevolozhsk

The Fund for Investment Construction Projects of St. Petersburg (FISP) has begun accepting applications for participation in the design competition for the Multifunctional Museum Center (MMC), which will be located in the Vsevolozhsk district of the Leningrad region. The IMC will be created as part of the implementation of the project “Preservation and Use of Cultural Heritage in Russia” of the International Bank for Reconstruction and Development (IBRD). According to the project, in the Vsevolozhsk district of the Leningrad region, in the area of the Priyutino museum-estate, an international medical center with an area of 10 thousand square meters will be located. m. The loan for its construction, which is provided by the World Bank for Reconstruction and Development under guarantees from the Ministry of Culture of the Russian Federation, amounts to about one billion rubles. As the regional culture committee told Kommersant, the center will perform storage, restoration, educational, information and logistics functions. It will create a production zone that will house a complex of restoration workshops and laboratories, premises for temporary storage of exhibits, ancillary materials, chemical reagents, laboratories for chemical and water procedures. According to the authors of the project, students who are restorers from educational institutions in the North-West can undergo internships in production workshops. Also, museum objects and collections will be stored on the territory of the IMC. The MMC will collect a unified information database of museum collections of all museums in the Leningrad region - both in the form of a card index and in electronic form.

As Vladimir Bogush, Chairman of the Committee on Culture of the regional government, told Kommersant, in addition, with funds from the International Bank for Reconstruction and Development, it is planned to restore the Mon Repos Park museum-reserve, the Station Warden's House museum and other cultural monuments of the region. The bank is allocating an additional 1 billion 200 million rubles for these needs.

Last Monday, the Fund for Investment Construction Projects of St. Petersburg (FISP), which is implementing the IBRD project on behalf of the Ministry of Culture, announced the acceptance of applications for participation in the design competition. As Vladimir Tarasov, head of the FISP tenders department, told Kommersant, the competition will be held according to IBRD procedures. At this stage there are no strict requirements for interested companies. Applications have already begun to arrive from both Russian (including three St. Petersburg) and foreign companies.

“We are currently selecting potential participants in the competitive selection. The selection of applications will end on July 11. The shortlist will be determined approximately in mid-August. It will include no more than six applicants, who will be provided with competition documentation. After that, they will prepare a financial and technical proposal. the technical proposal will be presented with a plan for the implementation of the technical task. The task of the FISP is to evaluate the degree of compliance of the competitor’s technical proposal with the requirements of the technical task. Those who successfully complete this procedure will be allowed to open the financial proposals. The winner will be the participant who receives the maximum final score. The technical proposal should receive the maximum number of points, and the financial proposal - the minimum. The name of the winner will be known around the beginning of 2012,” Mr. Tarasov told Kommersant. He added that the transition to the next stage of the competition is possible only after the results of the previous stage are agreed upon by the IBRD and the competition commission of the Ministry of Culture.

The engineering and construction company NEVISS-Complex has already expressed interest in working on the MMC. “We are certainly interested in this project, and we plan to apply for participation in it. Under a similar IBRD program, we participated in a competition for the reconstruction of the Hermitage, but then our applications were rejected for various reasons,” the company’s general director told Kommersant. Mikhail Milchik, a member of the Council for the Preservation of Cultural Heritage of the Government of St. Petersburg, told Kommersant that the creation of a project such as the IMC “can only be welcomed,” but as long as there is no project, it is quite difficult to give specific assessments. “We need to understand where this center will be built - on the territory of the estate or near it. For example, this cannot be done on the territory of the Priyutino estate, since the estate is a historical monument of federal significance,” Mr. Milchik explained to Kommersant.
