
Former head of the Russian Football Union, member of the United Russia faction Valery Draganov believes:
- I believe that the legislation needs to be improved. And this legislation should help football. I do not think that a separate law on fans is needed. Moreover, I think that it would be harmful. Because the question immediately arises - is this law against the fans? There are many other people at the stadium - coaches, players, employees, volunteers, law enforcement officers, stewards and many others. Here we should talk about legislation that will ensure security, but I will not insist on strengthening the repressive norms that are already in the laws.
It is important for me to prescribe those possible cases that are not described today in the laws. I counted them up to 10. These will most likely be numerous amendments to different laws. I have already formulated 20-25 such sentences. For example, I propose to create family sectors in stadiums to return children to stadiums. I propose to equip the stadiums not only with video surveillance, but also with cameras that can record sound so that the violation could be proved instantly, and not as now - two weeks later we do not know who is guilty of a racist trick , - the pronunciation of Draganov.
The problem of football fans is social, and no law will help here, the head of the sociological department of the Indem Vladimir Rimsky fund is convinced:
- The law will regulate a very private situation, how the fans should behave when they come to the stadium, are located at the stadium, and leave the stadium. In the best case, how the police should interact with the associations of the fans. But the problem, in my opinion, is much wider here. It is associated with the state of our society.
In recent years, our level of aggression has been growing. Here we need to work with families, work in schools, occupy young people with positive activities. That's what to do, and not by the fact that to limit their aggression in the stadiums themselves. The most important thing is to understand what it arises from. And it does not arise at all because we have such a sport. And due to the fact that young people do not find themselves.
