In Kamchatka, four candidates have been identified for the post of head of the administration of Petropavlovsk-Kamchatsky. The first meeting of the competition commission to select candidates for the vacant position of head of the administration of the Petropavlovsk-Kamchatsky urban district was held in the City Duma the day before. As the press service of the City Duma reported, the competition commission received documents from four contenders for the post of head of the city administration: this is the acting mayor of Petropavlovsk Sergei Kondrashin, who previously served as the first deputy of ex-mayor Vladislav Skvortsov; Deputy Chief of Staff of the Administration of Petropavlovsk-Kamchatsky Alexander Silantiev, as well as certain Oleg Donskikh and Evgeny Mordovskikh. “By the decision of the commission, all of them were allowed to participate in the competition,” the press service reported. According to the rules, in addition to traditional documents, candidates also had to provide information on income and confirm that they have no obstacles to working with state secrets.

The process of transition to a new system (it involves the election of a city head with representative functions from among the deputies and the appointment of a city manager responsible for city services) in the capital of Kamchatka began in March, after the resignation of the elected mayor Vladislav Skvortsov. in March 2009 with the support of United Russia and the head of the region Alexei Kuzmitsky (resigned on February 25), but after that the relationship between them deteriorated. The mayor refused, on the recommendation of State Duma deputies, to reduce housing and communal services tariffs. After this, he first lost his post as deputy secretary of the regional branch of United Russia, and then for “discrediting the party” he was expelled from among the United Russia members, who recommended that he also leave the post of mayor. In addition, Vladislav Skvortsov was accused of exceeding official powers (Part 2 of Article 286 of the Criminal Code of the Russian Federation) for illegal, according to the investigation, permission to privatize a municipal apartment (see Kommersant on March 23). On June 11, the City Duma approved its vice-speaker Vladimir Semchev to the post of head of Petropavlovsk-Kamchatsky, who also headed the commission for selecting candidates for the post of head of the city administration.

Yesterday, Vladislav Skvortsov, who managed Petropavlovsk-Kamchatsky from 2006 to March 2011, gave his assessment of the candidates for the post of head of administration. “I don’t know anything at all about Evgeniy Mordovskikh. I know Oleg Donskikh, one might say, by chance - he is my fellow countryman in the Altai Territory, he came to Kamchatka several years ago. He seemed to me to be a very promising specialist,” noted Mr. Skvortsov. “Silantiev is a person with enormous experience in management work. He was one of the first people I invited to work with me on the team,” he added.

The disgraced mayor described his former deputy Sergei Kondrashin as “probably one of the strongest managers.” “I invited him in 1997 to work at the mayor’s office from the administration of one of the regional districts. He is an engineer, aviator and manager who knows the city. It’s difficult for me to choose between Kondrashin and Silantiev, they are both definitely stronger than the others,” said Vladislav Skvortsov.

The former mayor especially noted that he in no way wants to influence the selection of the new head of administration. “I fundamentally do not take part in this process. The most important thing is that there is a very clear concept of responsibility and a presentation of problems that are obvious and understandable. One of my shortcomings is that I did not have time to prepare the city administration for the city management system. The city’s regulations need to be revised and the distribution of powers, because in the Russian experience there are many negative results of the separation of powers in the city,” added ex-mayor Skvortsov. “If the new head of the administration turns to me for advice, I will be ready to help so that everything works as best as possible.” "

Yesterday, candidate for the post of head of administration Alexander Silantiev, commenting on his decision to participate in the competition, clarified to Kommersant that the decision was voluntary and “there were many reasons to submit documents, including the desire to help people.” “I’m not ready to discuss this matter yet,” the candidate told Kommersant yesterday. “As for the participants in the competition, I’m not ready to talk about the Donskoy and Mordovian candidates, since I don’t know them and I don’t know their business qualities.
