The government is discussing the possibility of selling part of the shares of Rusnano OJSC as part of the privatization program in 2012-2016, Vedomosti writes on Tuesday. On Friday, such a proposal of Rusnano CEO Anatoly Chubais and the Ministry of Economic Development was discussed at a meeting with First Deputy Prime Minister Igor Shuvalov and was generally supported, federal officials told the publication.
Chubais several months ago expressed the idea of selling 5-10% "Rusnano" to a private investor as the first step towards privatizing a larger package-30-40%. Earlier, the head of Rusnano repeatedly stated that he did not exclude the IPO, and even called the approximate time - no earlier than 2013-2014.
Rusnano, created in 2007, was transformed into OJSC from the state corporation in early March 2011. The company has tasks for the implementation of stateliness in the field of nanotechnology and the development of innovative infrastructure.
The target indicator of the Rusnano activity - by 2015, the volume of production companies with the participation of RUSNANO should amount to at least 300 billion rubles, the total amount of the entire Russian nano industry is 900 billion rubles.
It is extremely difficult to evaluate Rusnano - the company has not yet shown revenues and invested mainly budget funds, says Leonid Delitsyn, analyst with finama. According to him, the scale of Rusnano investments and their directions suggest that by 2013-2014, 10% of state-owned companies will cost at least $ 1 billion.
The arrival of minority investors should make the state giant more flexible and dynamic, says Sergey Andreev, CEO of Abbyy. Investors' demand is practically guaranteed, it continues: semiconductor technologies have already exhausted itself, nanotechnology is one of the few areas where further advance is still possible. The company's financial resources are already enough, Andreev believes, she needs “smart money” that will allow you to effectively develop business and improve technology.
This is a very correct idea, Alexei Kovsh, the executive vice president of the Optogan group of companies (St. Petersburg manufacturer of LEDs, whose co-investors were RUSNANO and ONEXIM) agree. The main meaning of it, in his opinion, is to evaluate the reaction of a private business, which, in fact, first gets the opportunity to invest in the technological business of the state. Indeed, still private capital has been invested in Hi-Tech projects in small portions-through investment funds or business angels, continues the bucket. He sees one more plus - having received a private co -owner, Rusnano will have to make the business even more transparent and meeting world requirements.
