But I understand that with my positive examples I will not achieve anything and will not prove anything to them. Our power has long been heard of anyone except itself.

And when Mr. Astakhov reports that this very organization wrote on his website "On the terrible future of orphans in Russia, that at the age of 16 they should go outside, and in the world without parents, without knowledge and place of residence, crime, prostitution or service in the army," exclaims in the righteous anger: "This is outrageous sinking and lies!" - I understand that we are not what we speak different languages, but exist in different dimensions.

The text of the agreement has not yet been published, but from the fact that officials who started this story are talking about it, it follows that they were breaking into open doors. It cannot be that they did not know that under the conditions of adoption from Russia, currently currently, employees of the guardianship authorities should visit the child at least four times during the first three years of stay in the foster family, that according to the results of each inspection, detailed reports are drawn up to Russia. But does anyone read them in Russia? It is not clear why it was required to agree on the federal supervisory authority. The United States is a member of the Hague Convention on adoption, and they have such an organ as the Convention requires, as part of the State Department. And the words of the Ministry of Education and Science of the Ministry of Education and Science that only agencies accredited in accordance with the norms of the Hague Convention will now engage in adoption from Russia.

So ratify this convention signed by President Putin 11 years ago!

But it turns out that supervisory procedures established by the Convention do not like the Russian side. “This is all for the box,” says Alexey Golovan, executive director of the Charity Fund in Fate. And the head of the child’s right of the child Boris Altshuler believes that the “American intelligence services” should control foster families.

Yes, control is a troublesome, complex and delicate matter. A guardian worker is also only an official, he is not a specialist in the psychology of adoptive children. How do problems begin, why is a child whom no one offends suddenly falls into aggression? In a professional language, this is called "an attachment disorder." He did not have proximity to any of the family members. In such a situation, not uncommon, or neurotic, attachment: the child is looking for negative attention, provokes parents, annoys, scares them, achieves to be punished. And parents do not understand what is happening to him, suffer themselves and torment the child. They need to help, not scare them with special services.

Specialists in America, thank God, are. But most importantly, there are communities of foster parents, support groups, always ready to help. To specialists, such as neuropsychologist Ronald Federichi, who has seven adopted children, go from all over the country. But Dr. Federichi also studies with parents. These people do not need to put an armed policeman. No one forced them to adopt orphans. They did it of their own free will, is it really incomprehensible?

And here is a wonderful message : "The agreement also obliges the parties to take measures to prevent and suppress illegal activities in relation to the adopted children, including the adoption of" unjustified financial benefit ", as well as the abduction, replacement, trade in children, the exploitation of children's labor and sexual abuse of children."

GG. Lavrov and Astakhov really think that without an agreement with Russia in America, all this can be done with children? Or do they want us to think so?

All the time it seems to me that in the supporters of twisting the nuts in this matter, he says - perhaps unconscious - shame for a country that does not know how to take care of his orphans. So, maybe you should not bring down from a sore head to a healthy one? The USA is the ancestor and world leader of international adoption. It was in America that after the Second World War, when hundreds of thousands of children were left in Europe and Asia without parents, the idea of ​​adopting children from other countries was born. Today, adoption has become part of the lifestyle for the Americans. For the first time in the history of the United States, the column "adoptive child" disappeared in the Form of the 2000 census - the last legal line between biological and adoptive children was erased.

Reporting the signing in Washington, not a single Russian publication awarded to recall what negotiations began - from seven -year -old Artem Savelyev, whom last year the adoptive American mother returned to Russia with a note about the abandonment of him. “This is my Artemka,” Pavel Astakhov said peacefully then. “I will not give it to anyone.”

I hope he arranged the fate of Artemka. But it is characteristic that today the Russian press is completely not interested in what happened to the boy.
