Specialists from Rosenergoatom Concern OJSC identified a violation of the integrity of the reinforced frame during concreting work for the building of the central hall of the first power unit of Leningrad NPP-2. According to the general contractor of the project, JSC SPbAEP, this was due to the fault of subcontractors - they were obliged to replace a section of the reinforced frame, which would shift the work schedule by several weeks. At the same time, SPbAEP does not name the company that made the mistake. According to unofficial data, the work was carried out by Trest Gidromontazh OJSC. Unauthorized, one of the subcontractors reacted harshly to this event, noting that “in such situations, if the company’s guilt is proven, the most correct thing would be to remove it from work.”

According to Natalia Sheludko, Advisor to the Director of Public Relations of JSC St. Petersburg Research and Design Institute Atomenergoproekt (SPbAEP), during the concreting of the building of the central hall of the first power unit of LNPP-2, a violation of the integrity of the reinforced frame was recorded. “At the moment, a group of specialists is working at the construction site. According to a preliminary assessment, the violation of integrity was a consequence of violation of the work technology by subcontractors,” said Ms. Sheludko. “No mechanisms were damaged, and no movement of the formwork in which the concrete was laid was visually detected. Subcontractors were required to replace a section of the reinforced frame. This work will take several weeks.”

SPbAEP has not yet named the specific culprit of the incident. However, according to unofficial data, the work was carried out by the Moscow company OJSC Trest Gidromontazh. It was not possible to contact the management of the Trest Gidromontazh company yesterday, since no one answered the phones in their office. Unauthorized other subcontractors believe that it is important to understand what the error was that led to the violation of the integrity of the reinforced frame. “Mistakes happen everywhere, but at a facility like a nuclear power plant, each mistake can be more costly than anywhere else. In such cases, if the company’s mistake is proven, the most correct thing would be to remove it from further work,” says one of the subcontractors.

The general contractor at the site is JSC SPbAEP, and the subcontractors are JSC Trest Gidromontazh, JSC Concern Titan-2, JSC SUS, JSC Metrostroy. The commissioning of the first power unit is scheduled for 2014, and the second - for 2016. The base price of the construction contract is 136.7 billion rubles. The electrical power of each power unit with a VVER-type reactor is determined at 1198.8 MW, heating power - 250 Gcal/h. The estimated service life of LNPP-2 is 50 years, the main equipment is 60 years.

The insurer of construction and installation risks during the construction of the first stage of LNPP-2 (we are talking about the first and second power units) is the SOGAZ group, which in 2008 won an opening competition for the right to insure.

According to the SOGAZ website, JSC SPbAEP was insured by the group for the period from 2009 to 2016, including two years of warranty service. The total insurance amount for which the risks of JSC SPbAEP were insured is 133.6 billion rubles.

According to SOGAZ, they find it difficult to name the amount of financial losses at the facility, since they have not yet received a statement from the insured company. “After the application, we must send specialists to the site to assess investment losses. At the moment, no one can give you even an approximate estimate,” SOGAZ said.
