
President Dmitry Medvedev held a meeting on July 21 with trade union leaders. "The authority of trade union organizations and Russian trade unions as a whole does not decrease, but is growing," he said to the audience. The President noted the consolidation of the trade union movement: the emergence of new trade unions, their enlargement, RIA Novosti reports.
"I believe that such measures as a whole should affect the protection of the interests of people of labor. Especially within the framework of the social partnership system between the state, employees and employers," the president said. Medvedev assured that the state would continue to look for additional opportunities in order to "index the earnings of state employees", but "the state is forced to proceed from the realities in which it is located," he said.
The state plans to index the salary of state employees from October 1, 2011 by another 6.5%, and the wage fund of employees of the budget sphere this year will be additionally increased by 34.5 billion rubles.
The President also expects employers to deal with the restoration of social guarantees to employees. According to him, during 2010 and the first half of 2011, the Ministry of Health and Social Development received actually 500 employers' failures to join agreements governing social and labor relations at the federal, regional and interregional levels.
Medvedev considers it unacceptable to use law enforcement agencies to influence trade unions and give instructions to the General to the prosecutor and the Minister of Internal Affairs to deal with such cases. He took documents from the trade union leaders in such cases and promised to transfer them to the general prosecutor and the Minister of the Interior.
The President also noted that the trade unions should have equal opportunities to participate in negotiations with employers and authorities. As of June 1, there are 59 industry agreements concluded at the federal level of social partnership in Russia. Trade unions that are not part of the FNPR were not allowed into the negotiation process during their development and conclusion.
So, for example, the independent trade union of the miners in 2010 was not allowed to conduct negotiations when concluding a federal industry agreement on the coal industry of the Russian Federation for 2010 - 2012. In Russia, a mechanism for protecting the interests and new categories of workers who appeared as a result of the development of modern technologies should be created, the President of the Russian Federation said. The modern Labor Code does not have the concept of "remote workplace".
And the activities of such categories of employees as web designers, programmers, Internet sites and so on are regulated on the basis of oral agreements.
Further integration of Russia into the world economy should be linked with the bringing of labor legislation in accordance with European standards, and foreign companies working in the Russian Federation must comply with Russian laws, continued Medvedev.
The President also promised to promote the creation of a special working group on employment and social protection within the framework of a large twenty.
Mikhail Shmakov, Chairman of the Federation of Independent Trade Unions of Russia, turned to the head of state to the head of state. According to him, some countries are opposed to the creation of such a group, including Mexico, which will preside the G20 in 2012.
"But in a year Russia will preside. I think that if Russia supports the creation of such a group, it will be a good start in 2013," Shmakov said Medvedev.
