As the Deputy Prime Minister said at a meeting in preparation for winter, “if you conduct an audit and, as of July 1, the heads of municipalities will not be able to submit the approved programs and even the technical specifications for them, the case should be automatically initiated by the head of the local administration on the grounds of at least official negligence.”
He recalled that according to the law, investment programs of housing and communal services should have been approved in all municipalities by January 1, 2010.
In addition, "approved investment programs are not carried out massively. They raised money for the modernization of housing and communal infrastructure and forgot," Kozak said.
Moreover, complaints of low tariffs by local authorities and housing and communal services are not accepted and will not be accepted. According to him, the Government of the Russian Federation in August will again determine the maximum tariffs in the housing and communal services (after the approval of the forecast of socio-economic development for the next three years) and will tightly control their compliance.
In addition, the Deputy Prime Minister warned the leaders of the three constituent entities of the Russian Federation who did not fulfill the conditions under which they received subsidies from the Housing and Utilities Development Fund.
