Another attempt by the Novosibirsk Region Property Fund to sell the building of the former medical building of a psychiatric dispensary turned out to be successful. The winner of the open auction, Stroytorgservice LLC, became the owner of a four-story building built at the beginning of the last century with a plot of land for almost 121 million rubles. Experts call the price adequate and the site suitable for the construction of housing or commercial real estate.

At the auction of the Property Fund of the Novosibirsk Region, held last Tuesday, one lot was put up - the medical building of a psychiatric dispensary with an area of 4.9 thousand square meters. m, as well as outbuildings located on a land plot of 0.7 hectares. The starting price for the buildings was set at 58.2 million rubles, the purchase price of the land plot (according to the terms of the auction, the winner is obliged to privatize the plot) - 60.9 million rubles.

The four-story building on the corner of Narymskaya and 1905 streets was built at the beginning of the last century. In the 30-40s, there was a transit prison here, and a few years ago - a regional clinical psychoneurological dispensary.

Yesterday, the Kommersant fund only confirmed that the auction took place, but refused to report the results, citing the fact that official information would be published today. As Kommersant learned, two legal entities took part in the auction - Green-Town LLC and Stroytorgservis LLC. Having taken one step, at around 59.96 million rubles. The winner was Stroytorgservice. According to SPARK-Interfax, nine LLCs are registered under this name in the Novosibirsk region, four of which are engaged in real estate and construction operations. None of the companies that Kommersant managed to reach yesterday confirmed the fact of its participation in the auction.

This is not the foundation's first attempt to sell the building. The property was first put up for sale in 2009. Then the price of the building was set at 106.4 million rubles, and the land plot - at 127.6 million rubles. But five auctions and two sales through a public offer did not take place due to a lack of applications.

“The fund sold the lot for a price that was completely adequate to the current market situation,” says Dmitry Bashmakov, director of Satellite LLC (owner of a number of premises and buildings in Novosibirsk and other cities of the Russian Federation). The total costs of the new owners, including the purchase of the land plot and the demolition of the building, will amount to 150 million rubles, he calculated. Mr. Bashmakov admitted that several years ago he considered the possibility of reconstructing the property into an apartment building for students, but the crisis put an end to these plans. Now, he suggests, there is an opportunity to convert the hospital into an office and retail building - in this case, about 70 million rubles will be required for reconstruction. “True, the dark history of the building may scare away potential tenants,” the entrepreneur noted.

This is a rare case when the transaction became a market transaction, and not as part of debt repayment, says Zafar Umarov, director of the Akropol real estate company. In his opinion, developers and builders have accumulated pent-up demand, since there is a need for land plots, and the supply from the municipality, the main operator of the primary market, is limited. Therefore, Mr. Umarov believes, today companies are ready to buy plots with various encumbrances, provided that the location and economics of the project are good.

“This site can be used for any real estate, both residential and commercial - after all, it is the city center, near the highway plus Narymsky Square,” notes RID Analytics director Elena Ermolaeva. She assumes that the site allows for the construction of at least 50 thousand square meters. m of real estate.

The purchase and sale agreement, according to the terms of the auction, must be concluded within five days from the date of summing up the auction results.
