Following the "Kozikhinsky scandal" related to the demolition of the historical building in Bolshoi Kozikhinsky Lane, another flares up. This time, the defenders of old Moscow and residents of the Lefortovo district are trying to stop the construction of a kindergarten in one of the oldest metropolitan parks located on the territory of the Stroganov historical estate, built by the associate of the son of Peter I, Izvestia write.
As the publication recalls, the confrontation between local residents and the developer, represented by Terra Auri, has been stretching for the second month. The new three -story kindergarten is planned to be built next to another kindergarten, No. 1187, located directly in the park itself. Several dozens of trees have already been cut down for this construction, the first works began on July 6. A week later, construction in the park was blocked by residents of the surrounding areas.

“On the night of July 29 to 30, construction work resumed. Although no one showed permits for night work to the residents. Neither the construction chief nor the police officers who were called to verify the documents did not have permission. Despite the lack of necessary papers, the construction continued,” one of the local residents of Alexander Andreev told the publication.
According to her, this construction contradicts several laws at once. So, part of the park that they want to build is entered at once in four zones of protection of cultural heritage objects. To carry out any work in such territories, with the exclusion of the use of special measures aimed at preserving and regenerating the historical, urban-planning or natural environment of the cultural heritage object, "according to the federal law 73-ФЗ, is strictly prohibited. At the same time, the regeneration in the Law on the Protection of History Monuments is defined as "restoration of lost elements of architectural and urban planning ensembles."
“There was a park in this place for 200 years, and there was never a single building. Accordingly, it is not clear what object can be carried out,” a resident is indignant.
It is also worth noting that the approval and application of the urban planning plan of the land plot (GPZU) for work on security zones is canceled by the metropolitan urban planning code. “However, the GPZU was agreed by the capital's Department of Cultural Heritage (Moskoyannoye). Plus, construction cannot take place without the approval of the project. However, the project was not only agreed - documents were not submitted to the Moskoyanny,” says Andreeva.
In the Muscovite, they say that the project will be agreed on "the other day". “And you can build in the security zone. True, with some reservations, but it is possible,” said Dmitry Musin, inspector of the Moskoye, Muscin.
The general director of Terra Auri Andrei Beluchenko assured Izvestia that all work carried out in the park was agreed with higher authorities. "The territory of the park belongs to environmental protection, and the plot allotted for the construction of the kindergarten does not violate the borders of the park," the businessman said.
