The Ministry of Finance does not coordinate the state program "Development of the North Caucasus Federal District for the period until 2025" in the volume proposed by the Ministry of Regional Development-3.9 trillion rubles, including 2.6 trillion rubles from the federal budget. "We will not agree on the program in such volumes, everything will be within the budget," Nesterenko said in Kislovodsk, where a meeting of the Government Commission on the Social and Economic Development of the North Caucasus is being held.

Earlier at a meeting of the commission, Prime Minister Vladimir Putin said that Russia would not abandon the competitive advantages of the Caucasian region, which "was famous for talented people in the days of the USSR." But if tourists come, and the local staff will be borrowed for soft places, maybe someone will like it, but not everyone will come, and there will be a few who want to come,” Putin said.

He called the “erroneous thesis” the reasoning that the highlanders cannot force themselves to “serve tourists”. “The highlanders are a proud people, but they are created not only to fight. There are many talented people - poets, writers, and engineers, and scientists, and military,” the prime minister said.

He recalled that even during the Soviet Union, "everyone knew that in the Caucasus there are very good builders who were strolling throughout the country." “The one who speaks about serving tourists is wrong. Tourism is a very important sector of the economy of many countries. When the well -being of local residents may come from this, the mentality changes very quickly, the understanding comes very quickly that this is not serving, but the work, prestigious, requiring special training and high qualifications,” Putin emphasized.

The prime minister emphasized that Russia "should not abandon the competitive advantages of the Caucasian region." He expressed confidence that the attitude to the tourism industry will change when large investors come here, who will put this work at the European level. "I will allow myself to suggest that when this volume of business will increase, local entrepreneurs will not really allow someone to go and break their business," the prime minister said.
