The government of the Khabarovsk Territory refused to hold an open competition for work to create its Internet portal, the maximum cost of which was estimated by the customer at 25 million rubles. The notice of order cancellation was published on the government procurement website on August 12.

Let us remind you that the competition for the creation of an Internet portal for the regional government was announced on the government procurement website in July. The public expressed outrage over the cost of the contract and a number of requirements for the order. In particular, the requirement of the technical specification, according to which the design of the website of the US White House should be taken as the basis for the design of the portal, was criticized. The clause in which the White House website was offered as a model for the portal was soon excluded from the requirements for government orders. Meanwhile, the regional authorities considered the claims against the order unfounded. The governor of the Khabarovsk Territory, Vyacheslav Shport, said in an interview with Vostok Rossii radio that “the site will be even better than Obama’s,” and 25 million rubles. — normal price for a virtual resource of marginal importance.

At the beginning of August, the famous blogger Alexei Navalny sent a complaint to the Khabarovsk OFAS, where he asked to recognize violations committed during the organization of a competition for the development of a new Internet portal by the regional authorities. The department found a number of violations under Art. in the actions of the government procurement committee and the information technology committee of the Khabarovsk Territory. 11 and 22 FZ-94 and issued an order to eliminate them. As the head of the department for control over the placement of orders of the Khabarovsk OFAS Larisa Samar told Kommersant, the issue of initiating an administrative case against officials of the government of the Khabarovsk Territory is currently being decided.

Changes were made to the notice and order documentation on the website zakupki.gov.ru on August 9. According to the new edition, the date for summing up the results of the competition was moved from August 18 to September 14 of this year. In addition, more detailed justification for the initial contract price was given. According to the tender documentation, it was formed on the basis of a market study consisting of three commercial proposals. Moscow companies estimated the creation of the portal at 28, 26 and 25 million rubles. respectively. The minimum of the proposed amounts was accepted by the regional authorities for the maximum cost of the project.

It was not possible to find out the reason for the cancellation of the application for the creation of the Kommersant Internet portal yesterday - the chairman of the Committee on Information Technologies and Communications of the Government of the Khabarovsk Territory, Pavel Uvarov, was unavailable for comment.
