The issue of frequency division for the construction of new generation LTE networks will be discussed by the State Commission. The website of the Ministry of Communications reports that all existing communication frequencies will be divided into military and civilian. This will allow mobile operators to work faster. The division of frequencies will allow the faster development of new generation communication networks, says Denis Kuskov, director of the analytical agency Telecom Daily.

“The division of frequencies into civilian and military is a difficult issue that will take quite a lot of time, but, in any case, it needs to be done. Yes, this will require large financial costs, which will most likely be passed on to the operators. But at the same time, it will be fully networks will appear around the second half of 2013,” he believes.

Now the Ministry of Defense and special services use more than 80% of all radio frequencies in Russia. The need to coordinate the installation of equipment with the military has more than once become an obstacle to the introduction of new communication technologies.

In 2007, it became known that 3G networks in Moscow were incompatible with the Prognoz missile defense system. Due to the need to coordinate the installation of equipment with the Ministry of Defense and other relevant departments, cellular companies were never able to provide 100% 3G coverage in Moscow. Since last year, the state operator Rostelecom has not been able to put LTE networks into operation because the Ministry of Defense has not signed all the necessary documents.

According to the plans of cellular operators, LTE networks in Russia should be fully operational in 2012.
