The registered political party is not only more than 45 thousand members, but also a department of 450 people in at least 42 regions of Russia. In each of them, you need to keep, for example, accountants on a salary, annually provide a mass of reporting to the CEC. According to political scientist Alexander Kynev, only to maintain the life of the poorest Russian party at least $ 2 million a year. In reality, only the Communist Party and United Russia fulfill all the norms prescribed in the law, experts are sure. The remaining five official parties can be closed at any time - one biased inspection of the Ministry of Justice will be enough. But they exist by the will of the Kremlin, the Ministry of Justice is busy with the pedantic wrapping of initiatives to create opposition party structures. The license owners manage, either gaining meager interest, or, in principle, without participating in election campaigns, not only to live, but also to earn.
Parties - like Patriots of Russia pawns - the most inconspicuous, but surprisingly tenacious party. Gennady Semigin received registration for his structure in 2005 in gratitude for the split of the Communist Party, from the ranks of which he left, forming a faction of eight deputies. “The Kremlin was still seriously afraid of the Communists, and the split in their ranks was the most important task, so that Semigin literally earned his license,” recalls political scientist Stanislav Belkovsky. “This is a vivid example of double standards, complete controllability of political processes. Associations that are more active and more massive than, for example, “patriots of Russia”, but in some ways they are objectionable to the authorities and elections are not allowed. Unlike those who are convenient and useful in some combinations, ”says Sergey Udaltsov, the leader of the Left Front, whose parties were refused literally this summer. The only attempt by Patriots to participate in the federal campaign turned out to be 1% of the vote for them in 2007. But on December 4, in an interview with The New Times, the deputy chairman of the Patriots of Russia, Nadezhda Korneeva, will certainly try to get to the State Duma, even if all sociological polls give the structure of Semigina less than 1%: “Their results are biased. There are simply forces interested in maintaining the status quo, and they achieve that such numbers show society. At the congress, we will publish the program, there will also be a number of surprises and a number of famous people will enter the lists. “Patriots of Russia” are on the same field with the Communist Party, “fair Russia” and is able to compete for their piece of electorate. ”
But even if the surprise fails and the “patriots” will again remain outside the walls of the parliament, the party will not disappear - it has a number of worked out ways of survival. At least - ways of earning.
At your own expense? The Party of Semigina is known for an extraordinary approach to receiving money. In the annual financial reports of the parties posted on the website of the Central Election Commission, the income of the Patriots of Russia in 2010 is almost 175 million rubles, of which 173 million rubles under the article “Other not prohibited by law”. In 2008 and 2009 - a similar picture. No other party receives money under this article: parliamentary parties have deductions from the federal budget, in addition, party reports have columns on the donations of individuals and legal entities, receipts from membership fees, and income from commercial projects of parties.

The "patriots of Russia" are actively involved in this business. So, according to the Voice Association, which monitors the regional elections, in October 2010, the general director of Uniontrade LLC (production of plastic products) in the Magadan - general director of the Magadan Mortal Company OJSC, was held in the leaders of the list of patriots in the Chelyabinsk region. In Belgorod, the party was conducted in the elections by a representative of the Polisintes LLC, a large chemical-pharmaceutical enterprise, and in the Novosibirsk region the list was headed by the director of the Siberian Brokes and Consultants Insurance Broke company LLC. A similar picture was also observed in March 2011, when in the first places in the lists of the party in Dagestan were the general director of limited liability companies-Art-Bet Prestige (production of building materials) and Targa (construction company).
The result of such a “lease” of regional branches is not always obvious, but at the moment the “patriots” have existing factions in the Legislations of the Orenburg, Kaliningrad, Yaroslavl regions, individual deputies represent them in Ulyanovsk, Ivanovo and Kemerovo. Regional businessmen who are important with deputy inviolability or the ability to lobby their commercial interests may well expect to go to local Zaks with the help of the “patriots of Russia”.
The regional branches of the party are also rented with other goals: when the task is to get a mandate before business, and the goal is exactly the opposite - to prove the loyalty of the current government and help United Russia. So, Socialist -Revolutionaries Dmitry Gudkov recalls that the “patriots” have repeatedly used as spoilers against his party. And Lidia Shibanova, Executive Director of the Voice Association, says: “There are custom -made departments that urinate, for example, purposefully Communists.” According to the experts of the Voice, during the latest campaigns in the regions in the Orenburg region, the Komi and Tuva, local businessmen, trying to get to the authorities, unwinded the “patriots” by several percent to “bite off” the Voices at the Communist Party and “Just Russia”.
It happens, of course, that in the region there is a really strong party cell. So, in the Udmurtia, the Patriots of Russia fought with the head of the Republic Alexander Volkov and ran into the lists from the elections in 2010, and in Kaliningrad the party cell was among the organizers of mass protests, which eventually led to the retreat of Governor Georgy Boos. But these are rather exceptions to the rules.
General practice to include local businessmen who pay for the election campaign and pushes the party into the local Legislative Assembly in exchange for the mandate and deputy immunity - not only “patriots of Russia” practice this. So, according to the results of the March elections, Fair Russia held four deputies to the Nizhny Novgorod Legislative Assembly. Among them is the businessman, an entrepreneur, Iskhak Yagudin, who was accused of fraud on especially large sizes (the investigation claimed that he had damaged the regional budget for 4 million rubles). He is drawn up by Alexander Kosovsky, director of the construction company Nizhny Rielti, and Andrei Kolobov, general director of the Volga-K CJSC enterprise. In the Kirov Regional Duma, three deputies of referens are represented by the interests of the Uralhim chemical plant. In the elections to the People’s Assembly of Dagestan, the Socialist -Revolutionaries took second place and received 13 mandates, almost half of which went to businessmen. The deputy mandates received Hamid Aligishiev - the head of the board and the main shareholder of Eno Bank; Former football player Budonov, now holding the post of First Vice President of the Makhachkala club, Anji, whose owner is a billionaire, member of United Russia, Suleiman Kerimov; Ahmed Gadzhiev, brother of the State Duma deputy, United Russia Magomed Gadzhiev, who is the partner of the same Kerimov and the general director of the Federal State Unitary Enterprise “Makhachkala Sea Trade Port”. Another deputy from Fair Russia Murad Gadzhiev combines the parliamentary work and the post of deputy leader of the Gazprom branch in Dagestan. An unprecedented incident occurred in the elections in this republic: after the recounting of the votes, his faction in the local parliament (the first in the country!) Formed a “right business”. The reason is that the leader of the department Magomed Shabanov is close to business structures of the President of Dagestan Magomedsalam Magomedov.
After the September congresses of parties are held, it will be possible to count how many of them included “commercial” candidates in its lists. They argue that in the current campaign, the price of the deputy mandate ranges from € 7 million to 10 million. The first scandal has already occurred in July, when two assistants to the deputies of the residents of Vladimir Myasin and Leonid Karagod were detained while trying to sell the "passing" place in the United Russia election list for € 7.5 million. Leaders are renting out places in their parties, as Apartments, ideological disagreements are fading into the background, and once in the Kremlin a license for political activity becomes a clamping capable of ensuring a comfortable old age.
