"Evolutionary leap"

The wreckage of “progress” scattered along the taiga ”...-So one of the reports of the last major accident in the rocket and space industry began. However, with all the problems, the rocket and space industry has one important advantage: expensive accidents are too loud, they make dysfunction obvious. Therefore, irresponsibility and theft cannot continue endlessly without organizing and other unpleasant consequences.

In many other sectors of the deafening effect of those who have gone to the sand-or rather, in someone’s pockets-there are no budget billions. Unlike the unsuccessful launches of the Express-AMN telecommunications satellite and the progress space truck, the results of checking the implementation of the city target program “Electronic Moscow” did not cause a wide resonance, only specialized publications compiled them in the style of “full failure and violations for hundreds of millions”. For example, out of 86 information resources and systems with a total value of 3.3 billion rubles, which were supposed to be put into operation, at present, 25 for a total of 542 million rubles.

The results of checking the control and accounting chamber affect mainly the Luzhkov period of the life of Moscow, which can be criticized. It would be no less interesting to evaluate the effectiveness of work on the creation of various information resources and systems within the framework of various FCP Ministry of Education and Science, which also spent billions of rubles for these purposes, but so far no accounting chamber has deeply digged in this.

The field of science, innovation and high technologies is generally convenient for the development of budgetary funds. There is an opportunity to turn around widely-to start some loud megaproject-and various kinds of breakthrough centers appear: Skolkovo, the National Research Center "Kurchatov Institute". It doesn’t matter what is tight with the results - "it's still ahead." And on the horizon, more and more megaprojects loom. The Ministry of Education and Science is now lobbying, among others, the project of the Ignitor thermonuclear reactor, the realism of which is doubtful among many experts. However, the ideological inspirers of the work are the right people - the leaders of the Kurchatov Institute, so the money is not a pity.

There is an opportunity to finance work, the results of which will be visible in decades - a promising way to get money opened by Hodge Nasrudin. It is precisely such a prospect that, apparently, can explain the extraordinary heyday of activities for long-term scientific and technological forecasting in our country. In 2011-2013 For these purposes, within the framework of the FCP on research and development, it is planned to spend more than a billion rubles, which ten times higher than the costs of long-term scientific and technological forecasting in Japan.

Even more attractive in this regard is the initiative of the Russia-2045 movement, which suggests “making the following evolutionary leap”-to transfer human consciousness to a completely artificial body. Indeed, in 2045, even the authors of ministerial long -term forecasts do not look yet. The Russia-2045 movement establishes the first contacts with the state: the Ministry of Education and Science has already recognized the social usefulness of the initiative-and so far does not claim state funding, but the dashing of trouble is the beginning. Moreover, the state is already actively financing the projects of Mikhail Kovalchuk, which proclaims the “launch of the future” - the creation of anthropomorphic technical systems similar to structures created by wildlife.

In a well -known joke, a shocked employee of the airline asks a Russian who came to hire a pilot, not know how to fly, and requested a salary of nine thousand euros: "What will you spend this money on?" He replies: "Three thousand - to me, three thousand - to you, but for the three Frenchmen I agree to fly." Even in such a formulation of the question, there is still a understanding that someone should fly. It seems, however, that many of our officials perform or have already made an evolutionary leap in terms of the philosophy of the development of budget funds: they came to the conclusion that real affairs and results should not be considered as an inevitable evil that accompanies the process of mastering the means. After all, with a competent formulation of the question - you can do without them.
