Officials: Logic of personnel decisions

In a situation where the main personnel decisions are made non -publicly and a limited circle of persons, the publicity of discussing Kudrin's resignation looks like an exception. The day after the decision made from the office of Alexei Leonidovich, his things were carried out. Anatoly Chubais said that "the consequences of Kudrin’s departure can be dramatic" and "professionals of this level that can work in the conditions of current political realities in Russia." Is it possible to assume that Kudrin will return to work in high posts in the Russian government or administration after a loud scandal? It is unlikely that it makes sense to guess: it depends on the desire of Alexei Leonidovich and on the solutions of specific people.

Nevertheless, behind the loud resignation of recent years and the subsequent appointments of retired officials to new positions, a certain logic is traced. Over the past two decades, the bureaucratic system reluctantly throws people away. Loud resignations turn out to be inherent in equivalent positions.

Alexey Kudrin - Minister of Finance
Fired September 26, 2011	Finance Minister Alexei Kudrin was dismissed by Dmitry Medvedev on the proposal of Prime Minister Vladimir Putin . The reason for the resignation was the disagreement of Kudrin with Medvedev, as well as his reluctance to work in the new government, which, in May 2012, apparently, will be headed by Medvedev.
Yuri Luzhkov - Moscow Mayor
Fired September 28th 2010	Yuri Luzhkov was dismissed by President Dmitry Medvedev "in connection with the loss of trust." The resignation was preceded by a series of publications of Luzhkov articles in the media criticizing the president. Luzhkov was accused of trying to split the tandem.	Now Yuri Luzhkov is teaching at Moscow International University - the dean of the Faculty of Management of Large Cities.

Fired June 13 2010	In 2007, being in the position of head of the State Drug Control, published in Kommersant the article “Chekist hook” - about the conflict of special services, which caused a sharp criticism of Vladimir Putin. Fired April 28 2009	Vladimir Pronin himself wrote a resignation report. Fired April 7 2011	Chadaev himself connects his resignation with the text written by him in support of Putin's position regarding the Libyan conflict, in contrast to Dmitry Medvedev. Andrei Vorobyov, head of the Central Executive Committee of United Russia, said that the true reasons for the dismissal of Chadaev were "optional stay at the workplace and modest achievements." Vyacheslav Dudka - Governor of the Tula region
Fired July 29 2011	Dudka wrote a statement about the early termination of powers of his own free will, however, the resignation was preceded by a corruption scandal: supposedly subordinate Dudks, director of the Department of Property and Land Relations of the Tula Region, Viktor Volkov received a bribe of 40 million rubles. In September, bribery and the Dudke itself was charged.	Now under house arrest.
Dmitry Zelenin - Governor of the Tver region
Fired June 16 2011	Dmitry Medvedev signed a statement on the early resignation of the Tver governor Dmitry Zelenin, who, after the scandal with the publication of a photo of the worm in the Kremlin salad, demanded to dismiss “for dementia”. Zelenin wrote the statement "of his own free will."	After his resignation, Zelenin said that he intends to develop agro -projects in the Tver region - to produce potatoes and meat.
Sergey Kucheruk - Head of the Main Directorate of the Krasnodar Territory
Fired November 30 2010	By decree of the President Sergey Kucheruk, he was dismissed from the post of head of the Central Internal Affairs Directorate of the Krasnodar Territory. The resignation is connected with the brutal murder of 12 people in the village of Kushchevskaya on November 5, 2010.	Currently heads the Krainvestbank security service.
Victor Zubkov-Prime Minister
Fired May 7 2008	On May 7, 2008, immediately after taking office of the new President of Russia Dmitry Medvedev, Viktor Zubkov, in accordance with the Constitution, sent the government to resign and became the acting prime minister. Fired November 18 2009	Mikhail Lesin was dismissed by the presidential decree with the wording "at his request." As possible reasons for the resignation, Lesin’s connections with the “National Media Group” and not prevailing relations with Dmitry Medvedev were called.	He is currently a member of the board of directors of the National Telecommunications company.
ALU Alkhanov - President of Chechnya
Fired February 15 2004	Alkhanov himself appealed to the president with a request to transfer to another job. Vladimir Putin thanked Alkhanov for his good work and awarded the Order of Merit to the Fatherland fourth degree.	Since February 2004, he has been holding the post of Deputy Minister of Justice of the Russian Federation.
Alexey Savinov - Head of the Federal Forestry Agency
Fired August 20 2010	Russian Prime Minister Vladimir Putin announced the resignation of Alexei Savinov from the post of head of Rosleskhoz and the appointment of his deputy Viktor Maslyakov instead. The official disposal of the government states that he leaves his post "in connection with the transition to another job."
