
The Moscow City Hall created an investment commission that will analyze all new construction sites in the capital, prepare documentation on them, as well as the land itself for bidding. It was headed by mayor Sergei Sobyanin. Previously, all these works were performed by developers themselves, and it turned out cheaper than now they would have to pay the city, Kommersant writes.
In parallel with the urban planning and earth commission working since November 1, 2010 (in particular, it is engaged in the revision of investment contracts), the Moscow City Hall created an investment commission, which was also headed by Sobyanin.

The work of the commission will take place in three stages.
First, the authorities will evaluate the compliance of the planned construction to the tasks of the city, in the event of approval, the draft urban planning plan of the land plot (the GPZU; the implementation of the development project begins from this document). Further, the investment commission will calculate the volume of investments and the efficiency of the project, and then determine how it can be implemented: only on private investments, through the concession agreement, with the provision of urban subsidies to the investor, etc. At the third stage, the GPZA will be approved, the competitive documentation will be developed, after which the project will either be submitted to the auction for the implementation of the state order, or exhibited for an open auction for the implementation of the project As an investment.
The first auctions for the sale of prepared plots will be held in November 2011. There are innovations in the land auctions declared by the team of Sergei Sobyanin: now the authorities in lotual documentation record the possibilities of connecting to engineering networks, their cost, but without compensation for these costs from the city budget, says one of the interlocutors of Kommersant. Under Yuri Luzhkov, he adds, everything was exactly the opposite: the developer could buy a plot from the auction without connecting conditions.
According to the general director of the "Trend Development" Andrei Nesterenko, as a result of the creation of the investment commission, relations between the city and developers will become more transparent, but investors will lose part of their profit.
“Earlier, the developer himself carried out work on Lend -Delopmans, that is, developed Ari and the GPZU, formed an investment model of the future project, which earned at least 10% of his profit on at least 10% of his profit. Now this work for developers will do the city, and the cost of his work will be included in the cost of the lots,” Nesterenko explained.
