I don’t remember who said (but obviously one of the very wise) that a person’s life consists of small joys and great griefs. Mikhail Saakashvili and his team are able to constantly delight with all sorts of useful and pleasant trifles of ordinary people who are not concerned about the problems of world or regional geopolitics, but with their own little concerns. The other day, the Minister of Internal Affairs Vano Merabishvili ( the right hand and closest ally of the president) personally appeared in the Studio of the Rustavi 2 television company for the first time in 7 years, so that with a joyful and even happy expression of honestly fulfilling the duty to inform fellow citizens joyful news: according to the new rules, from now on, the driver does not have to have a driver’s license! For a person who has never been sitting at the wheel, a gift, it would seem, is not so hot, but any motorist will agree that this is not a trifle. According to the previous rules, the driver’s forgetfulness could result in a loss of several hours, or even a whole day: in full accordance with the law, he was not only fined, but forced to call a friend to appear at the crime scene and drove the car to the house of the offender. The innovation, of course, does not cancel the rights to themselves: the patrol policeman will check the presence of a document from a citizen in his computer. It will not be possible to deceive him, calling him someone else's name and surname - the patrol computer in Volkswagen breaks through not only the name, but also gives out a photograph of the owner. Indeed, well, I forgot the driver to throw the rights to the barrier or a glove compartment, why torture him? After all, not a person - an addition to his documents, but rather. In general, Misha is very fond of such little things that, however, are not so insignificant: a traffic cop, traffic police officer or (as now in Georgia) a patrol policeman - this is a state tormenting citizens for any stupid reason: "You are small, miserable, and I am large, harsh and formidable." Remember the scene from “Beware of the car”: the protagonist played by the Great Smoktunovsky crawls out of the “Volga” holding a three -ruble piece of paper in a fist, wanders to the traffic cop, staggering with fear, and sorry for the hands: “Products of the AAAARISH INSALIAL NEALIA !!!!”. The first thing Misha did was to come to power was the traffic police. He just took and drove everyone away - from the boss to the ordinary traffic cop. And the patrol policeman, having stopped the car, is already obliged to approach the driver, give an honor and politely indicate a violation. But now they learned to do in Russia now, but we must be ahead. So now, in the absence of rights, the Georgian policeman learn to break through the data on the computer. In the time of the eminent Georgian SSR, the driver’s license was an impressive document. In any case, it was quite possible to invest a twenty -five -a -fingered bill with the proud profile of Ilyich. And where to attach a bribe today, if the right is a plastic card? And the patrol does not take bribes. This is verified and proved. Not because, of course, that Saakashvili managed to withdraw a new breed of Georgians who do not love money. It’s just that every patrol inspector knows that the violator who is a ten -in -law banknote may well turn out to be an agent of the General Inspectorate. And the bribe taker will thunder ten years, no less. But they don’t even offer a bribe, because it is also impossible to just push off the “hand giving” to the patrol room: they will give three years for failure to do about the crime. So, for sure, he will arrest a bribe giver on the spot. He is not an auto inspector, but a policeman - with all rights and obligations. Knowing Mikhail Saakashvili, I am surprised that he only now thought of such a brilliant and simple move. The only thing that no one in Georgia is disputed and what Misha could not take away as merit from Misha is the ultimate simplification of everything and everything related to public services. Only such seemingly “little things” and soften the bitterness of the defeat in the war with the neighboring nuclear power. The most beautiful and impressive buildings in the Georgian regions are the so -called The houses of justice, where in a few minutes you can get any certificate. You go into a cozy lobby with a greenhouse, knock out a number on a typewriter, after two to three minutes your number lights up above the cabin, you come up - and you are met by a friend's radiant smile instead of a grind of a small embittered official. But it is not necessary to go there: absolutely everything: from a passport and identity certificates to marriage, you can draw up and register on the Internet, receiving a document by mail. In addition, Misha came up with a special ID-Sard capable of accommodating all conceivable and inconceivable certificates: from the same driver’s license and the general-degree (“internal”) passport to travel metro and bank accounts. Recently, speaking of the procedure of the notorious “customs clearance”, Saakashvili told that he thought a lot of how to facilitate this procedure for businessmen and, finally, realized: “You just need to invite beautiful girls so that they smile at people!” Then he, of course, is cunning. The point is not only in the radiant female smile: in terms of arrangement and equipment, Georgian "economic design zones" are not inferior, or even surpass everything that was created in the most advanced European countries. But in addition to this, how easy it is to smile at a person?! For three years they built a border terminal on the Georgian-Turkish border, spent tens of millions, but today it is a pleasure to be there. True, the former hell is happening on the Turkish side, but this is no longer the fault of Saakashvili, let Mr. Erdogan think about it. And Misha grabs natural impudence constantly (and publicly) to remind his Excellency to the Turkish Prime Minister, despite the entire diplomatic etiquette and the requirements of the protocol. Many cannot understand in any way what is the reason for the unfading popularity of Saakashvili in Georgia? For all surveys conducted, among other things, the most authoritative and impartial sociological services, its rating not only does not fall, but is constantly growing. Maybe the solution is that Saakashvili realized what, in fact, a simple person expects power. And he managed to turn the state to him with a smiling face.
