Managerial Renaissance

There is a lot of talk about the fact that our officials are incompetent and do not have sufficient qualifications to make correct, thoughtful decisions. In fact, the opposite is true: in the post-Soviet decades, there has been an unprecedented increase in the scientific knowledge of management personnel.

Of course, in a certain sense, this evolution began back in Soviet times. If Joseph Vissarionovich’s education was only an unfinished theological seminary, then Nikita Sergeevich and Leonid Ilyich already had completed higher education.

In the twentieth century, the century of the industrial revolution and wars, simply a higher education, sometimes even an incomplete spiritual education, was enough to govern the country. However, with the development of the scientific and technological revolution, with the transition to a post-industrial society and knowledge economy, such an educational level is no longer enough not only to govern the country, but sometimes even to govern the region.

Naturally, real leaders must meet the requirements of the time, so it is no wonder that our national leader and his comrade-in-arms are not just anyone, but candidates of science. It is clear that in terms of their intellectual level, breadth of outlook and degree of knowledge of people and society, they can easily outshine any academician, but only all their strength and all their time - from early morning until late at night - they devote to serving the Fatherland, therefore for formal receipt They simply don’t have time for different crusts.

Members of the government are another matter. They, too, work hard from morning to evening for the sake of increasing our well-being, but the early morning and late evening still partially remain at their disposal, so that they sometimes manage to defend their doctoral dissertations. And if we take it a little lower, some governors even rise to the level of full-time corresponding member of the Academy of Sciences, which undoubtedly has the most beneficial effect on the position of the region they head.

So we are ruled by highly learned lawyers, economists, sociologists and political scientists. And I am especially pleased that even those regions in which hostilities took place for another 10-15 years do not remain aloof from the general process of movement towards the economy and knowledge policy. I, of course, mean the Chechen Republic.

With the restoration of constitutional order, the leadership of the republic faced the most difficult task of restoring the collapsed economy and destroyed cities. Since 2004, Ramzan Akhmatovich Kadyrov has shouldered this burden. In general, we can see its successful solution with our own eyes - by comparing past pictures of the capital of Chechnya lying in ruins and the modern rebuilt city.

But, of course, it would be completely wrong to follow creeping empiricism - a scientific approach is needed here - and Ramzan Akhmatovich defended his PhD thesis in 2006 on the topic “Optimal management of contractual relations between the main participants in construction production.” Even from the title it is obvious that these are not some scribblings of idle academic theorists divorced from life, but an understanding of a life-tested scheme for managing contractual relations and building them.

The restoration of the republic continued, and at the end of September this year the defense of a doctoral dissertation took place on the topic “Management of the restoration and development of the construction industry of the Chechen Republic (theory, methodology, practice)”, which became a generalization and theoretical understanding of the rich accumulated experience. So, a young, but already mature and savvy management team is growing beyond its years.

Some armchair worms, I foresee, will begin to rumble: how did Kadyrov, given the abundance of administrative affairs and the fight against militants, find the time to prepare six monographs and many articles? But these are just ink souls, which in practice are not even capable of building a toilet. Hero, father of six children, honorary member of the Russian Academy of Natural Sciences, restorer of the republic - who would dare to doubt that he brilliantly proved in practice the right to be a Doctor of Science. Just let them try - we and the people of the Chechen Republic will resolutely condemn them!
