
Dmitry Medvedev was seriously engaged in the election campaign of United Russia. At the meeting, it seemed, with his supporters, he tried to turn to the degree and the world, explaining that he and Putin are the same thing. And he proposed to create something called the "Great Government." It looks like an election fake, like an ONF.
Participants in the ruling tandem continue to try to explain their decision on the castling to the wide sections of the population. The younger member of the tandem is more exercised in these attempts - in the end, it is to him, who voluntarily abandoned the President of the public, the public has more questions. Rather, one question: what are you?
On Saturday, when Dmitry Medvedev met with the “supporters”, at first it was not even clear - with the supporters of what or whom did he actually talk? With supporters of the support of the indigenous peoples of the North, the development of cetology, cosmopolitanism? With supporters of “United Russia” (there is such a category of citizens in the party, according to the type of candidates for members of the CPSU)? The topic is so slippery that even from the reporting of the final “news of the week” to understand what exactly the supporters met the president: “The audience he came to, the president described this: these are supporters of the country's modernization.”
Dmitry Medvedev, however, added after this statement (this was not included in the report “Vesti of the Week”): “So you are my supporters.” It was strongly impossible to believe in a certain monolithic or any whole group of Medvedev’s supporters, looking at the meeting: steelmers, farmers, actors, “young mothers” from the Yaroslavl City Duma, United Russia, TV presenters, scientists, businessmen. Ephemerality to the definition of “supporters” added the fact that “Dmitry Medvedev’s supporters” to imagine quite falsely.
A request for updating and changes in Russia is also there. But what changes? It must be assumed that the ideas about these changes - or rather, about specific measures - among farmers, steelmits, mothers from the Ryazan Duma, ETC businessmen - are quite different. And with specific measures, Dmitry Medvedev is not so clear. Strictly speaking, no large -scale modernization of the economy has been launched for today. And whether it will be launched - a big question.
In other words: the addressee of Medvedev’s message hardly exists in reality, it seems to be all at the same time like no one.What were they going for? Yes, for the sake of this very appeal to everyone and anyone at the same time. In the yard, the election campaign has come and it has come to solve two complex problems. First: to explain to the population again that Putin and Medvedev are the same. The second and even more complicated: to catch up with the level of support of United Russia to an acceptable level, from the point of view of the authorities. At a meeting with “supporters”, the president commemorated more than once, so the event fulfilled his propaganda role. If it is still possible to pick up the voting process for the “party in power” of those citizens who do not know why they believed in the possibility of Medvedev transformations will be fine.
Then the president explains (and then in an interview with television channels, the prime minister’s performance on the same topic is also expected) why he refused the authorities: trying to consolidate at least some electorate.Then, the “large” (“expanded”) government, under which even a state meter was proposed, is dubious, from the point of view of existing political practices, “a large” (“expanded”) government. The declared meaning of the initiative is incomprehensible to the end (it should be a certain continuation of the activities of the future of the main government ”), but it is proposed to discuss with“ all civil society ”and, of course, with the party“ United Russia ”as such a government could function.
The state has repeatedly declared the need to build new (different from traditional - say, parliament and elections) feedback mechanisms with the population. Recognizing that old mechanisms do not work. First of all, thanks to the state power itself. For this, the Public Chamber, Public and Expert Councils at the departments, some associations of trade unions, ONF, finally (the All-Russian Popular Front named after Prime Minister Putin, if anyone suddenly managed to forget) were officially created. Many strange events were held.
All this music, if the goal of building feedback mechanisms, was played extremely false. For the feedback mechanism should be based on the principle of responsibility of the manager of the person in the face delegating his right to manage. The responsibility of a conditional official to a conditional citizen. And the Russian bureaucracy is not ready to assume such responsibility.
The idea of feedback with the people begins to bother especially on the eve of the elected processes (even if there is no clear request for “feedback” from below). At such a time, election fakes are breed - like ONF. The “large government” is extremely resembled on the same election wiring. Moreover, all fundamental decisions in United Russia, which, according to the still current President Medvedev, “will be able to form such a government”, are accepted, to put it mildly, not quite independently.
The proposal in general, outside the pre -election context, is absolutely meaningless, if we proceed from the thesis about improving state governance.Formulating the thesis about the "large government", Dmitry Medvedev also hit the semantic trap. The Big Government is a fairly well -known definition. So Western conservatives, supporters of the ideas of the free market and the minimum participation of the state in its regulation are called governments who are too actively striving to intervene in industry management, public policy and even fit into the private life of citizens.
A large government, his critics believe, implements programs where the private sector or public organizations could cope, plans grandiose projects, which are giant means spent ineffective due to poor administration. A large government cannot implement its own programs normally due to the lack of normal criteria for effectiveness, but he likes to spend money on a social apartment (again expensive and bad). In this sense, “a large government” in Russia already exists and all his presidency Dmitry Medvedev tried to fight him.
