The meeting began with a meeting of 27 heads of state and governments of the EU countries with the chairman of the European Parliament by Jerzy Buzekom, Interfax reports.

The summit must approve the position of the Union at the upcoming meeting of the G20 countries in Cannes, scheduled for November 3-4, and at the UN conference on climatic changes in Durban, which will be held from November 28 to December 9.
There will be a discussion of the situation in the countries of the Southern Mediterranean, especially in Libya, Egypt, Tunisia and Syria.
In the afternoon, the leaders of 17 EU states will meet at the Eurozone summit. It is in this format that it is necessary to discuss the most difficult problems associated with the debt crisis: budget deficit, debt, structural reforms, stabilization mechanisms, strengthening the banking system, economic and budget control and the structure of the euro zone.
On the eve of the Council of Ministers of Economics and Finance, the EU discussed the problem of recapitalization of banks for more than ten hours. The European Union countries agreed to conduct recapitalization in the amount of about 108 billion euros to solve the main problems from losses as a result of the help of Greece. However, as noted by the Belgian Minister of Finance Didier Reynders, "it has yet to be discussed with the banking sector."
