Today, State Duma deputy Gennady Gudkov published the abstracts of the speech of the Governor of the Moscow Region Boris Gromov at a meeting on October 6, 2011 on preparation for the election of deputies of the State Duma. From the theses it follows that the governor requires the heads of municipalities to activate agitation for “United Russia” and fight “extremist” organizations to which he refers such movements as “solidarity”, “other Russia”, “in defense of the Khimkinsky forest”. In an interview with Slon, Gennady Gudkov told how he received this document, and the spokesman Gromov called these theses “fake”.

- Yes, I have a big suspicion that this is the text is referred.

- What does “suspicion” mean? Have you read the text?

- Well, I read it now, but where Mr. Gudkov got it from and who wrote it to him, we must ask him.

- That is, you can say for sure that this is not the text of Gromov?

- Certainly. This is complete nonsense.

- So, Gromov did not say anything about the support of the United Russia party?

- Why didn't you say? This fall, he spoke at two conferences of United Russia as a member of the Supreme Council that took place this fall, he talks with people, with the party members, consults with them how to conduct a pre -election campaign, he leads the pre -election lists to the Moscow Regional Duma and to the State Duma. This all passes ... But in the framework of his official activity as a governor, he never said anywhere that we need to quit everything, all the work of the government, municipalities, and engage in United Russia. About “United Russia”, about the tasks of the party, about the tasks of party members, he speaks exclusively at the events that are held within the framework of party activities.

- Gromov considers extremist movements such as “solidarity” and “movement in defense of the Khimki forest”?

- Nowhere and never Boris Vsevolodovich expressed his attitude to these movements. What is posted as the speech of the governor is a document very well prepared by some people. I believe that he simply defends the governor.

“ Why don't he sue?”

- I think that the governor will not do this and only for one reason - that it was the opponents of his party position that went to this provocation precisely in order to draw him into their pre -election affairs, and in this story to remind voters and people about themselves. I think that the governor will not lead to this provocation.

-Gennady Vladimirovich, but the spokesman for Governor Gromov says that your document is a fake.

“Well, what are you, you were waiting for something else?” What do they recognize, pour their heads with ashes, say: “Sorry, dear comrades, we were wrong, this is a constitutional crime, we decided to start a new policy ”? Of course, the fake, of course, we - bastards and villains - sat here, composed. Then, of course, I passed it for real paper, with which Gromov came to the meeting on October 6 of this year. It was carried out, however, in the village of Novoivanovsky in the presence of several hundred heads of municipalities, ministers, representatives of departments, officials and so on. Well, and to speak to the end honestly, frankly, people are also tired of this Gromov schizophrenia of the electoral. And they just took a copy of his report and put it on the table. Thanks to them a lot for, at least, honesty and desire to correct something.

-That is, did one of the participants in this meeting, outraged by this statement?

-Take it above: this is one of those who participated in the preparation and replication of this report. Already surrounded by Gromov, they can not stand all this. By the way, this is not the first of Gromov’s speeches of a similar plan, this lasts almost a whole year. The first such performance was December 14 or 15 last year, there many, including your humble servant and a number of other opposition figures were declared his personal enemies, were given the teams not to let anyone go anywhere. The leaders of some municipalities immediately held meetings about the ban there the opposition there. And now at my disposal were the prepared theses of his report. I know for sure that this text was on the 6th on the table and a significant part of this report was voiced. Well, you have to be some kind of completely naive person (I think that Gromov does not apply to such), and not understand that among several hundred participants in this meeting there will certainly be a dozen 3-4 who will be ready to tell about this in detail. And about the instructions that they receive daily.

-Do you think, theoretically, at least really to achieve at least some legal consequences, at least for the investigation to be started?

- You know, I think that it already looks so indecent that the corresponding authorities are simply obliged to conduct an investigation. This is all the top of cynicism. Here's how the administrative factor works in Russia, here, a holistic work on this topic. This belongs to the Ministry of Territorial Education in the first place, although there were various structures such as the so -called regional security departments there. This is such an incomprehensible formation, which, in theory, should either duplicate law enforcement agencies, or, on the contrary, lead them. I know what meetings the ministers hold. I know, for example, how the Minister of Education gathered 56 editors of television and municipal media and began to “pump up” them against opponents and me, including. And then the articles come out.

-Has anyone from other parties support you in this investigation against Gromov?

- I think that the LDPR will support, because Zhirinovsky has repeatedly spoke hard in relation to the orders that reign today in the Moscow region. But whether the Communist Party will support, I don’t know, because, pay attention, in these theses there is not a word about the Communist Party. That is, the opponents of the governor are everyone who wants: the “right -handed business”, and “apple”, and so on, but not the Communist Party. Either there is some kind of internal agreement, or they have any preferences. Well, and at least once you heard that at least one communist announced disgraces in the Moscow region, the facts of undoubted hypercorruption, about some problems there, about the ecology, that the entire territory of the Moscow Region is packed there, that no one is fighting with this, and so on? Have you heard somewhere from any of the prominent or not very prominent communists such criticism? Rather, on the contrary. With all due respect to many honest communists, whom, indeed, the majority in the Communist Party of the Communist Party, but the conspiracy is quite obvious.
