On Tuesday, the State Duma adopted in the first reading a bill that allows representatives of nomadic small peoples to be registered in the locality near which they roam.

Currently, you can register a citizen at your place of residence only in a residential building. However, the nomadic living conditions of indigenous peoples forced the authorities of the Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug) to indicate in their registration addresses such wording as “Novoportovskaya tundra”, “Seyakhinskaya tundra”, “s. Yar-Sale, tundra”, “Tazovsky district, Gyda village” - instead of an address with a city, street, house and apartment number.

Recently, the department of the Federal Migration Service for the Yamal-Nenets Autonomous Okrug has been carrying out registration, strictly adhering to the current legislation: in the documents of minors or newborns, the address of the place of stay or residence is indicated as in the parents’ passport, and if they reach the age of majority and replace the passport, the address of the place of registration is not indicated at all, it says explanatory note to the bill. This does not allow representatives of indigenous peoples to receive a number of government services.

The bill allows for the registration of representatives of indigenous peoples leading a nomadic lifestyle and without a permanent place of residence in a populated area within a municipal district or urban district.

Representatives of the indigenous peoples of the North, Siberia and the Far East now number less than 50 thousand; they lead a nomadic lifestyle and herd reindeer on the territory of 29 regions. They live in portable tents, yurts and yarangas.
