Russians are tired of the current government and Vladimir Putin personally. It seems that they want to solve problems that the authorities simply cannot solve. And the authorities continue to play in the old way: through ideological pumping and a system of distribution of money. This already provokes a request for a change in power in principle.
- The attitude of Russians towards Vladimir Putin has significantly worsened in recent years. As the Levada Center survey, the number of respondents experiencing sympathy for Putin has reached a minimum during the first such survey in 2000. However, there are quite a lot of such people - 24 percent. Another 33 percent "cannot say anything bad about Putin"
- Slightly, but the number of people who “cannot say anything good about Putin” is growing - there are 9 percent of them and this is a maximum during the survey. Many respondents believe that the cult of Putin’s personality is developing or even formed in Russia. True, there is no special news here - the respondents began to talk about the cult of personality in the last Duma campaign, against the background of propaganda pumping on the theme of the “national leader”. Then they noticed that the attitude towards Putin was like a personality cult was almost half of the respondents.
- Since then, the number of those who believe that the cult of Putin’s personality has developed or develops in Russia. 25 percent believes that “the signs of the cult is already there”, another 30, which is not yet, but there are more and more prerequisites. A third of the respondents believes that there are no signs of a personality cult (in March 2006 there were 57, in the fall of 2007 - 38).
- The popularity of the long reign of the existing elite has clearly fallen compared to the fall of 2007. 34 percent of the respondents replied that the long -term stay in power of the same people leads to an increase in arbitrariness and corruption (in 2007 there were 20 percent), 20 percent, that it leads to stagnation and lag from other countries (15 percent in 2007). But the share of those who believe that a long rule is a sign of stability and order, fell from 34 percent to 25.
The Russians, thus, demonstrate fatigue from the long rule of Vladimir Putin.- At first he turned from the “President of Hopes” into the “guarantor of stability”, having reached peak indicators of popularity on the eve of the 2008 crisis. With the onset of the period of economic instability and the termination of the growth of incomes of the bulk of the population, the faith that Putin (and only he) can guarantee stability is greatly diminished.
- Everything that gave almost abnormally high ratings of the current prime minister seemed to stop working. The confidence rating first stood after the start of the crisis, and then began to decline. Under these conditions, the proven image of the “popular politician” does not work well.
- Meanwhile, Putin plays the same play that the previous ten years played - his boyfriend, who is not alien to folk problems. Just yesterday, he met in the Belgorod region with the "rural intelligentsia." Above the intelligentsia, the prime minister was clearly boring how he loves. And he gave children how he can. And he even threatened the governor of the region, which he does it especially well. And the rating of “United Russia”, for the sake of which today all these meetings are being started while standing still. According to VTsIOM, from October 15 to November 4, it even decreased slightly - from 46 to 43 percent. According to PM polls, the rating for about the same period increased by one percent - from 41 to 42.
Putin does not add to the Party of Power practically nothing, in contrast to the 2007 situation, when his nomination at the head of the United Russia list increased by the party’s rating by almost 15 percent.- The fact that the “Putin factor” in this case almost does not work in electoral plan does not mean that it will not affect the final result. Still, Vladimir Putin is able to ensure the consolidation of elites and force an administrative resource to work for the party. At least to the extent that the administrative resource is generally able to work today.
- However, the problem of losing the trust of citizens to power and the loss of the “national leader” of mass support by the previous methods, it seems, is not solved. Fatigue from the long -term reign of the current elite can hardly be overcome in the medium term.
- To restore the previous levels of trust in a little pumping of money, administrative pressure and propaganda hype. Apparently, some statistically significant part of citizens have already formed a request to openness of the authorities, the working mechanism of social elevators, the competence of the authorities, the cessation of total cuts, and so on.
And their conviction is growing that the current elite cannot and does not even want to respond to this request.- In these conditions, a different request is formed (and the survey data seems to confirm this) - a request for the replacement of the authorities and the arrival of people who can solve the identified problems. However, as a reaction to this request, the public receives Putin’s return to the presidential post. It is clear some disappointment. Whether Putin will be able to find ways to solve problems that concern citizens - the issue is relevant after the election. So far, Vladimir Putin has not voiced any intelligible program. He so far prefers to play the “shirt-punny” and “a thunderstorm of local officials”. Previously, after all, it was rolling, rolling now.
