
The State Duma adopted in the third, final, reading the law "On the federal budget for 2012 and for the planning period of 2013 and 2014, " the Finmarket reports.
According to the document, the deficit of the federal budget of the Russian Federation in 2012 is predicted at the level of 876.6 billion rubles (1.5% of GDP), in 2013 - 1.25 trillion rubles (1.6% of GDP), in 2014 - 491 billion rubles (0.7% of GDP). Budget revenues in 2012 are expected at 11.8 trillion rubles, in 2013 - 12.7 trillion rubles, in 2014 - 14.9 trillion rubles. The costs in 2012 can amount to 12.7 trillion rubles, in 2013 - 13.7 trillion rubles, in 2014 - 14.6 trillion rubles.
The budget characteristics for 2012 are determined on the basis of a GDP forecast of 58 trillion 683 billion rubles, inflation not higher than 6% (December by December), for 2013 from GDP in the amount of 64 trillion 803 billion rubles and inflation not exceeding 5.5%, for 2014 - from GDP at the level of 72 trillion and inflation not higher 5.0%.
The state internal debt as of January 1, 2013 is planned in the amount of 6.3 trillion rubles, the external - $ 48.4 billion, or 34.6 billion euros (about 13% of GDP), as of January 1, 2014 - 7.9 trillion rubles and $ 59.4 billion, or 42.4 billion euros, respectively (about 14% of GDP), 9.2 trillion rubles and 69 trillion rubles and 69 trillion and 69 billion dollars, or 49.3 billion euros, respectively (about 15.5% of GDP).
The reserve fund, according to the government, at the end of 2012, will amount to 2.22 trillion rubles, 2013 - 2.81 trillion rubles, 2014 - 3.95 trillion rubles. The volume of the national welfare fund by 2014 will grow to 2.8 trillion rubles.
Almost all opposition forces presented in the State Duma harshly criticized the draft budget for 2012-2014 in the form in which he was up to the third consideration in the lower house of parliament, notes the Bfm.ru business portal.
The priorities of the budget of the Russian Federation for 2012-2014 should be changed, said the chairman of the Yabloko party Sergey Mitrokhin. The federal budget draft provides for a sharp decrease in education and healthcare expenses after 2012, the party believes.
The party emphasizes that "in the context of immersing the economy in the second wave of the crisis," the risk of underfunding education and health "is sharply increasing." Until 2012, inclusive, expenses from the federal budget for education and healthcare grew.
Chairman of the Central Committee of the Communist Party Gennady Zyuganov criticized the main budget parameters. “This is a huge risk budget,” the Communist leader quoted the Communist Leader of the Communist Party. “It is designed based on the price of $ 100 per barrel of oil. But it is very easy to lower to $ 80 per barrel, and then the entire budget will crumble at once.”
Zyuganov said that participants in the Council of International Relations and businessmen, whom he met in Germany in October, said: the economy of the United Europe and America continues to stagnate. “There is no chance that we will hold on to the price of $ 100 per barrel of oil. There is practically no chance,” the Communist Party leader concludes. According to him, "exactly 50% of the budget revenue is formed through the sale of oil and gas."
Zyuganov did not pass by the topic of public debt, which, according to the already adopted proposal of the Ministry of Finance, will be rapidly increasing.
“Fair Russia” also opposed the main financial document of the country. Its leader Sergei Mironov on October 18 said: "We, the" Fair Russia "party, critically appreciated the draft budget proposed by the government, seeing in it many tactical and strategic threats of economic and financial stability." The party proposed its budget version, which it called "socially oriented, realistic and fair."
