Congestion on the streets is now par for the course for provincial Vladimir, as over the past 15 years the Russian vehicle fleet has more than doubled, and the length of roads has decreased. 92% of federal highways have only two lanes.
Since Igor Levitin became Minister of Transport, the collapse of the road industry has been gaining momentum. And it's not a lack of funding. In the context of rising oil prices, the largest expenses of the Ministry of Transport fell on Rosavtodor (280.8 billion). At the same time, two thirds of federal highways do not meet the standards, and more than 76% of territorial ones. If in the 90s the country introduced an average of 6.1 thousand km of new roads per year, then in the 2000s - from 169 km (2005) to 1159 km (2009).
Residents of the Vladimir region have fully tasted the consequences of profanity and sloppiness in the management of the road transport industry. The roads of the 33rd region are a pitiful sight. The construction of the Lybidska highway has been frozen, and none of the roads and interchanges included in the city’s general plan are being built.
Over the past 50 years, we have built only two bridges across the Klyazma. Due to the closure of the southern bypass this year, a large developing area and one third of the region were cut off from the administrative center. The construction of bridges on the eastern bypass of the city and near Rakhmanov Perevoz under the current authorities is simply a chimera.
Road repairs in recent years have been mostly potholed, and GOST 2011 generally recognized potholes and ruts as the norm. Meanwhile, according to the traffic police, over the past year the poor condition of roads was the cause of 21% of road accidents, in which about 6 thousand people died in the country.
It’s not just motor vehicles that are dangerous in Russia. Compared to 2010, the number of plane crashes has more than doubled, and the number of deaths in them has increased fivefold. The Yaroslavl plane crash was the 14th in Russia this year. Levitin is responsible for a number of terrible tragedies: the terrorist attack in Domodedovo, the collapse of the Bulgaria, the death of Lokomotiv.
Planes crash, ships sink, and the minister is like water off a duck's back. Abroad, even after one such emergency, the resignation of the head of the department is in the order of things.
The “A JUST RUSSIA” faction in the State Duma demanded the resignation of Transport Minister Igor Levitin. The Social Revolutionaries are ready to take responsibility for the revival of the road transport industry.
We not only brought a civil charge against the minister, but also developed a whole range of measures to revive the road transport industry. The situation can be saved by competent management, intensive road construction and renewal of the transport fleet. The Minister of Transport must be held accountable for every accident.
