And in the same place, where on September 24 this year, tandem announced his castling. After that, the “bears” began the most scandalous PR campaign in their history. Its resulting in its result, as experts expect, the loss of the constitutional majority in the future Duma will become: on December 4, the YP should gain about 57% of the vote, and this is 250–270 deputy mandates out of 450, while now there are 315. The New Times found out how only one Russians have reached their life, drew up instructions for voters - variants of strategy on voting day - and provided its pages authors of different forms of protest. On November 24, Vladimir Putin last met with the leadership of the Duma faction of United Russia and announced the need to gain the maximum number of votes during the December 4 election. The prime minister was frank: "If we are dispersing the parliament ... It will someday drag us to the line that our partners and friends in Europe now found themselves." The meeting with the partyatist took place the day after Putin’s visit to the building on Okhotny, where he thanked the State Duma of the 5th convocation for “joint work”. Farewell turned out to be crumpled: when the head of government appeared in the meeting room, the Communists did not stand from their places and most of the Fair Russia faction led by Sergey Mironov. What became, in fact, whistling-2, the first series of which the country was first observed on the air from the Olympic sports complex (details-on page 16), and then in the information programs of state television channels that provided the plot with a new sound path.

The scandals began immediately after the “Triumphal Congress”. On October 4 of this year, at a meeting with the heads of enterprises, the mayor of Novokuznetsk Valery Smolego set a goal: “United Russia” must win! ” A few days later, his colleague from Chelyabinsk Sergey Davydov held the same meeting: the mayor instructed the directors how to motivate employees to go to the sites to vote for the party in power. For opposition workers, Davydov suggested making a working day on December 4 so that they would not appear in the areas at all. In November, a whole series of loud scandals occurred: at the beginning of the month, the Izhevsk city manager Denis Agashin explained to the pensioners that their financing directly depends on the percentage that the United Russia will receive, and on November 18, an audio recording surfaced on the Internet, which looked like the voice of the Chelyabinsk governor Mikhail Yurevich, explained to directors. Miass enterprises: “ordinary people do not care who to vote for. I ask, everyone, as he knows how to motivate the team of his labor-where a bonus, where, so that they still support the party. " The minimum established by Yurevich for Miass is 55% of the vote for United Russia, the “excellent” result - 65% of the vote. Finally, on November 24 it became known about the “Temniks”, which were sent to the districts of the administration of the President of Bashkiria Rustem Khamitov. The document taught the local officials how to communicate with the electorate in the last days before voting. The only argument that the republican authorities came up with for voters: yes, United Russia is not perfect at all, it does not justify the hopes of residents, but there will still be no more to vote for it - there is no one else. 
One of the reasons for such a large number of scandals with the participation of the first persons of the regions, according to political scientists, is that over the 4 years of the presidency of Dmitry Medvedev, the Governor's Corps was updated by almost 50%. Those who were elected by the governors were left from their posts under Boris Yeltsin or in the first time of Putin, and their approval-technocrats who simply did not know what elections are. Faced with the need to provide EP of the desired percentage, they were confused. “The appointment of a new governor breaks a worked out system of falsifications,” says political scientist Mikhail Tula. “This is what we see on the example of Bashkiria, Moscow ... Without scandals, it is possible to do only where the authorities were inherited: in Tatarstan, the falsification machine remained the same - and everything is quiet in Kazan.”

First of all, thanks to the Internet, many reports on the arbitrariness of her losers came to a “map of violations” launched by the Voice and Gazeta.Ru association. For example, one of the priests of the Volgograd region told in his blog how he and his colleagues persuaded local officials to turn to the flock with a reminder of the need to vote for the party in power. In Kemerovo, the local United Russia tried to join the concert “Time Machine” - and there were lands. In Moscow, the head of the district council Sokolina Gora demanded from subordinates to collect absenteeisms from colleagues in order to increase the percentage of EP, and at the Moscow Physics and Technical Institute for the elders of student groups promised a bonus of 2 thousand rubles if they organize among fellow students a general vote for the “bears”. On the website of the Rostov company Don Coal, bloggers discovered the news that 90% of its employees would vote on December 4 for the EP, and in Chelyabinsk fans sang the captain of the local hockey team Tractor when he tried to start agitation for the governor and the party in power after the match. But the most loud scandal happened in Krasnoyarsk, where the local schoolboy Matvey Tsivinyuk tried to ruin the propaganda materials set in school corridors, for which he was called to the director and brutally reported. The recording of the student’s conversation with the teacher got on the Internet and received such mass public that the police officer eventually became interested in the police.
In the attack
The head of the St. Petersburg Politics Foundation, Mikhail Vinogradov, explains the high level of the scandalous of this campaign: “A sense of anxiety is growing in the bureaucratic environment. Functions are increasingly reminding that they will fire for a low result. And since they have little creativity, they go ahead as they can. ” In addition, this campaign, according to the interlocutor of The New Times, exposed a new problem: the traditional electorate of United Russia - state employees - are not ready as obediently as it was in previous years, to vote for officials: “The question arose of their mobilization,” says Vinogradov. “Previously, state employees felt a real improvement in life, but now they see that it doesn’t become better, stagnation has begun. On November 24, VTsIOM and FOM published the latest citizens' surveys before December 4. They showed that 41% and 39% (FOM) voters are ready to cast their votes for United Russia. Given the 100% of the results that will traditionally give national republics, plus the use of an administrative resource in filling out portable electoral urns, counting in polling stations and the art of final protocols in the territorial election commissions, the party will be able to congratulate itself on the receipt of 54–57% of the vote. The party itself 3 different interlocutors told The New Times that the result of 57–58% will be quite suitable. Since in Russia, as you know, it is important not as they vote, but it is believed that the central election commission may be voiced in its press releases now.
Opponents of "United Russia" in the reflection of the federal media and the Internet
• The leader of the Communist Party of the Communist Party of Gennady Zyuganov in the company with the 2nd and 3rd numbers of the federal list of the Communists-Admiral Vladimir Komoedov and the youngest State Duma deputy Yuri Afonin, according to public questions, are ready to support 22.1% of voters.
