Background

On November 20, 1999, on the Penza-Kamenki highway, a Chevrolet minibus, in which the governor of the Penza region Vasily Bochkarev was, collided with a UAZ-452 that had flown into the oncoming lane. As a result of the accident, three people died, including the driver of the UAZ. The governor received cuts to his face and a severe bruise to the cervical spine. Russian Deputy Prime Minister Valentina Matvienko was also injured in the accident.

On September 9, 2002, in Petropavlovsk-Kamchatsky, a drunk driver in a jeep crashed into a motorcade with high-ranking officials, including the Governor of the Kamchatka Region, Mikhail Mashkovtsev , and the Secretary of the Security Council, Vladimir Rushailo. Five people died in the accident, the rest were injured. The governor received a closed head injury, fractures of the nose, right forearm, and chest bruises. On October 7, 2004, the Elizovsky District Court of the Kamchatka Region sentenced the driver of the jeep to five years in prison.

On August 7, 2005, on the Biysk-Barnaul highway, the Mercedes of the governor of the Altai Territory, Mikhail Evdokimov, flew into a ditch after a tangential collision with a Toyota car. The governor, his driver and security guard were killed, and Mr. Evdokimov’s wife was seriously injured. On February 3, 2006, the zonal district court of the Altai Territory found the Toyota driver guilty of the accident and sentenced him to four years in prison. The governor and his driver were killed. On October 6, 2009, the Sergiev Posad City Court sentenced the Ford driver to three years in a penal colony.

On February 11, 2009, in Altai, a car from the motorcade of the governor of the Kemerovo region, Aman Tuleyev, crashed into a KamAZ truck that unexpectedly blocked the road. A traffic police officer died, and Mr. Tuleyev escaped with a minor strain in his neck muscles due to sudden braking. On September 16, 2009, the KamAZ driver received a year and ten months in prison.
