
When Sergey Sobyanin came to the mayor’s post a little over a year ago, it turned out that the city budget was not enough 250 billion rubles. To cover the deficit, the capital decided to privatize a number of assets. The privatization program is the sale of Moscow lands, writes Kommersant Money .
As the publication notes, so that the tenants do not pull with the purchase and quickly carry money, the authorities came up with two stimuli at once: they extended the recycling of the land at preferential prices and adopted a law that allows one -way to terminate the lease agreement.
The policy of the former mayor of the capital Yuri Luzhkov did not imply the sale of land and was aimed exclusively at the rental of territories. “The purchase of land in Moscow under Luzhkov was an absolute taboo,” Ilya Sviridov recalls the head of the Land Affairs company. “The acquisition of land was also possible at such a rate. But it was a lawsuit to conclude a contract of sale, and these are isolated cases,” Maria Olshanskaya, Vice-President of Development of Promsvyazhvasmia, confirms.
After the new mayor came to power, the position of the capital's authorities regarding the sale of land changed dramatically. The land can now be bought, moreover, the Moscow authorities have shown that they are interested in this. True, the Moscow entrepreneurs had a little more than a year to do this. Foreigners were the first to catch a wave of sales. For example, the Japanese company JTI, which bought 3 hectares of land under its Liggget-Dutak factory in Kashirka, announced the privatization not so long ago.
According to market participants, so far 95% of the owners remain tenants. Apparently, not everyone is invited to participate in the purchase of land. "I have a feeling that there is an unspoken indication from above: the land is not sold. We can not even achieve a normal lease agreement, what kind of privatization is it at all about?" - One of the owners of the Moscow business center is surprised.
Small and medium -sized businesses were not invited to the distribution of this pie at all. “Small business is mainly easily produced structures. Only a place is possible here,” says Mikhail Safronov, chairman of the real estate committee of the Moscow Oporas Branch.
However, it will be necessary to buy land, since the document approved by the Council of the Federation will allow the city authorities of Moscow and St. Petersburg to terminate the lease agreements with developers in case of violation of the terms of the contract or a significant change in circumstances.
One official told the publication that amendments are being prepared, which should radically change the procedure for registering land into property. "The redemption procedure will be simplified, the rental rates are lifted, and the business will go to privatization, because there will be nowhere to go. Now no one goes to it, hoping to buy for a penny what is now being sold for the ruble. But it is unlikely to work out," he says, "he says
According to the plans of the capital’s department of land resources, from the general portfolio of the land that Moscow owns, and without taking into account the lands of New Moscow, this is about 109 thousand hectares, 9 thousand hectares can be put up for sale or rental. Only from rental can the city receive an additional almost 11.5 billion rubles. It is impossible to calculate how much the metropolitan authorities can help out for the sale of land.
