The growth rate of consumer prices in Russia according to the results of 2011 will amount to 6.2-6.3%, Putin said.
“As of December 12, inflation is 5.9% (...), maybe this indicator will grow by the end of the year, according to the results there will be 6.2-6.3%,” Putin said, speaking at Wednesday at the anniversary congress of the All -Russian Public Organization “Business Russia”, RIA Novosti reports.
Earlier, the Ministry of Economic Development reduced the forecast for inflation for 2011 to 6.2-6.5% from the previous 6.5-7%. In December, according to an updated assessment of the ministry, inflation will accelerate to 0.6% from 0.4% in November.

The head of government emphasized that such inflation for the results of the year for modern Russia is a historical minimum.
“I want to draw your attention to the fact that even in such a developed market economy as the British, this year 5% are planned (inflation). We are close to this zone,” he said.
In the next three years, investments in the Russian economy should amount to almost 43 trillion rubles, which will launch the “New Industrialization” program, the Prime Minister of the Russian Federation said.
"In the next three years, almost 43 trillion rubles should be invested in the country's economy. To evaluate the scale, I can say that this is approximately equal to the volume of the country's GDP last year," Putin said.
He stated that the government intends to change the structure of the economy and conduct a “new industrialization” - ambitious tasks of economic growth can be solved only in the framework of the new model of economic growth, "which will not be a raw materials complex, but a powerful high -tech production business."
"To change the structure of the economy, we intend to build a new economy, modernize or create up to 25 million modern jobs," Putin said.
According to him, to implement this program, the level of investment in fixed assets by 2015 should be brought to 25% of GDP, and then to 30% of GDP.
According to the prime minister, such an amount of investment is a solved problem. “I think that it is quite solved, because the volume of investments in fixed assets in 2011 will grow by 6%. Thus, the share of investment to GDP will be 20%, and we say - increase to 25%,” the head of government explained.
At the same time, he emphasized that Russia can no longer increase the volume of investments only at the expense of the budget, public sector and infrastructure companies, and therefore it is necessary to more actively create the conditions for investing in the domestic economy.
"We cannot increase the volume of investments only at the expense of the budget, public sector, infrastructure companies. A reasonable bar is achieved here. Otherwise, we risk weakening macroeconomic and budget stability," Putin said. He said that the share of the public sector in the total investment is now 40%, and the budget share is 19.4%.
It must be understood that the growth of budget expenditures entails an increase in tax burden, and the uncontrolled inflation of investment programs of infrastructure monopolies is fraught with an increase in tariffs and a drop in efficiency, the prime minister emphasized. "We cannot go for such uncontrolled inflating of taxes and tariffs of monopolies. In addition, the reserve of the influx of foreign investment is also objectively limited," he said.
At the same time, according to the prime minister, Russia, with all its problems, is very attractive to long -term investment, which is also confirmed by foreign experts. According to the UN, Russia is included in the five most investment -attractive countries, and in 2010 it took eighth place in the world in terms of foreign direct investment. At the same time, according to Putin, in Europe and the USA, the process of compressing markets is now observed, which can affect Russia.
"It is quite obvious that we need to launch our own, internal investment engine, to support the production business, to create such conditions to invest in the domestic economy and industry was profitable," Putin said.
Russia will enter the five largest economies in the world
The authorities set the task of raising the bar of economic growth to 6-7% per year, in five years to enter the five largest economies in the world and increase labor productivity by a third, increase GDP by 1.5 times in 10 years, the Prime Minister said.
"We set the goal of promoting the economic growth mechanism to at least 6%, and preferably up to 6-7%, in five years to enter the five largest economies in the world, but not only due to the fact that the largest economies will fall, but due to the fact that we will rise," Putin said.
According to him, over the past 10 years, one and a half times should increase GDP per capita ”and rise from today 20.7 thousand dollars to a mark of more than 35 thousand dollars per person.”
He recalled that according to the results of 2011, GDP growth will be 4.2-4.5%.
The ruble will hold stable
The Russian authorities also intend to further make every effort to ensure a stable ruble exchange rate, low inflation and hard budget discipline, as well as guarantee freedom of capital, the prime minister said.
“If we talk about the“ external ”circuit, about macroeconomics, we will continue to do everything necessary to ensure a stable ruble exchange rate and low inflation, which is extremely important for the production business, maintaining hard budget discipline and guarantee unconditional freedom of capital movement,” he said.
Business should not go to offshore
Prime Minister Putin considers it necessary to adjust Russian legislation to prevent business departure into offshore and the formation of a normal business climate.
The prime minister said that the Russian authorities will do everything so that business can develop its enterprises and conquer new sales markets, but at the same time the business itself must understand its responsibility to the country and not hide money and assets in offshores and not move away from taxes.
Today, the offshore heritage becomes a real obstacle to form a normal business climate in the country, reduces the level of trust in the economy of both our entrepreneurial community and foreign partners and investors, and here appropriate adjustments are needed at the legislative level, ”Putin said.
Business is promised to protect against raiders
The authorities will continue to strengthen and develop the judicial system, including the creation of effective mechanisms for resolving corporate disputes and suppressing raider schemes, the Prime Minister said.
The prime minister noted that each businessman should be sure that the right of private property in the Russian Federation is reliably protected by law.
"Therefore, we will continue to strengthen and develop the judicial system, including the creation of effective mechanisms for resolving corporate disputes, suppress raider schemes," he said.
At the same time, the prime minister admitted that the problems in this area are still concerned about the Russian authorities and cause "fair complaints."
Putin emphasized that the tax and judicial systems, as well as the work of law enforcement agencies, "should be justice and objectivity."
Russia will go to the "tax maneuver"
Russia needs a decisive “tax maneuver”, you need to think about the optimization of those taxes on which high -quality economic growth depends, said Vladimir Putin.
"It is obvious that the country today needs a decisive tax maneuver. A modern structure of the tax system is needed. You should think about the optimization of those taxes on which high -quality economic growth depends," he said.
The prime minister instructed the Ministry of Economic Development and the Ministry of Finance to develop proposals for the reconfiguration of fiscal policy for industrial development of the Russian Federation.
"I ask the Ministry of Economic Development and the Ministry of Finance, together with other departments, calculate the parameters of such (tax) maneuver and offer specific steps to reconfigure a fiscal policy to solve the problems of industrial development of the country," he said.
Putin noted that such calculations must be done, including, taking into account Russia's entry into the WTO, as well as the prospects of integration projects, including the Unified Economic Space and the Eurasian Union.
The prime minister emphasized that Russia should make its tax system more attractive to investors and competitive compared to other countries of the Customs Union, even despite the risks associated with the filling of the budget.
"In terms of taxation, according to some other parameters, we will certainly have to make some decisions, even though this will cause anxiety from the Ministry of Finance about filling the budget," he said.
According to Putin, now Russia is largely losing to its partners in the Customs Union, in particular to Kazakhstan, on the quality of the tax system, administrative procedures, state institutions.
He also noted that it is necessary to carefully analyze the situation in specific sectors of the economy, since there is currently a serious differentiation of the tax load between different sectors. At the same time, Putin emphasized that "this does not mean that everyone needs to be filled under one comb."
As an example of different tax burden, Putin called the production industries. Thus, in the production of machine -building equipment, the load is 11.1%, in the construction of 11.3%, metallurgy - 3.3%, in the field of coke and oil products - 5%. "Even within the framework of the production sector, metallurgy is clearly knocked out by the leaders in the minimum level of load," Putin said.
For medium -sized businesses will create a state guarantee mechanism
Putin considers it necessary to create a real mechanism for providing state guarantees for medium -sized businesses.
Speaking at the Forum of Business Russia, Putin noted that "it is necessary to create a really valid mechanism for providing state guarantees for medium -sized businesses, to accept systemic, not tied to specific sectors of the decision."
The prime minister admitted that in this area there are a number of restrictions both from the Ministry of Finance and from the Central Bank and these restrictions are logical.
“This has nothing to do with personnel permutations in the Ministry of Finance, this is a systematic approach,” he added.
Putin also noted that Russia cannot act as some developed economies, where "banknotes are thoughtlessly spanked."
“We cannot do this, if we do this, we will ruin the economy,” Putin said.
The prime minister emphasized that the state guarantee mechanism should work more efficiently.
Entrepreneurs will become easier to connect to electric networks
Prime Minister Vladimir Putin instructed the Federal Antimonopoly Service and the Ministry of Energy to take additional measures to ensure that the connection to technological and energy networks becomes minor for entrepreneurs.
"The Federal Antimonopoly Service should strengthen control over the law enforcement practice of joining technological networks," Putin said.
“I believe that the Ministry of Energy, together with other ministries and departments, should once again analyze the current situation, see why the decisions do not work or work inefficiently ... you need to understand what additional steps should be taken to connect to the energy networks, and power is also effectively used,” the prime minister said.
According to him, if changes are necessary for the regulatory framework, then the ministries and departments must quickly make the relevant proposals. "I emphasize - all the issues indicated must be removed at the beginning of next year ... This is quite possible," Putin noted.
“Of course, energetic actions are needed here. They will be taken ... We will definitely do it, right in the near future,” the prime minister promised.
He called the cost of technological accession to energy networks in the Russian Federation "unfair and prohibitive", citing the opinion of foreign experts. In particular, according to the World Bank, the cost of connecting in Russia is one of the highest in the world, the prime minister said.
He stated that the measures taken by the government to correct the situation are not yet enough. "The picture, to put it mildly, is not very joyful. In many regions, the size of the fee for technological connection has not changed, and in some it has even increased," the prime minister said.
According to the FAS, which Putin voiced, in 33 constituent entities of the Russian Federation the fee has not changed, in 16 - increased and only in 26 - decreased. At the same time, in the four regions - Nizhny Novgorod, Samara, Sverdlovsk regions and Yakutia - the investment component is still included in the fee for technological connection.
Putin also later stated that in the conditions of messages for small gas consumers, for which fines for shortage will be canceled, large consumers should carefully plan their volumes.
“You know, we decided that small consumers will not pay for the shortage. But I could not disagree with Gazprom that large consumers, large energy companies, large generating capacities, power plants should plan their consumption. They can do this. Otherwise, we will have confusion in energy consumption. This is especially dangerous in the autumn -winter period,” Putin emphasized.
Business will be connected to the development of educational standards
The business should actively join the work on the formation of professional and educational standards, said Prime Minister Vladimir Putin.
"I believe that entrepreneurs should actively join the work on the formation of professional and educational standards, do this in close contact with educational institutions, regional and municipal authorities," Putin said.
According to him, access to qualified personnel today is one of the key programs for medium -sized businesses.
Putin said that on December 23 he plans to hold a meeting on training of workers. Representatives of "Business Russia", the RSPP and "Oporas of Russia" will take part in it. “I expect that we will reach specific, system decisions,” the prime minister said.
The creation of powerful territorial and production complexes should be one of the main conditions for the successful construction of a new economy in Russia, Vladimir Putin also said. "For the successful construction of a new economy, not only systemic, basic conditions for the development of industry in Russia are necessary, but also the formation of individual sites, points of leading industrial growth ... We are talking about creating powerful territorial -production complexes," he said.
According to him, such complexes will give impetus to the development of entire regions and industries, will contribute to the creation of new jobs.
Putin noted that within the framework of the Congress of Business Russia, an agreement is signed between the Ministry of Economic Development, Vnesheconombank, Business Russia and the Agency for Strategic Initiatives on the beginning of joint work to create such industrial and technological clusters.
Putin noted that it is necessary to formulate clear selection criteria and determine effective principles and mechanisms for promoting such complex projects, as well as link them with plans for the development of territories and industries.
Goskomniki contracts with medium -sized businesses will be added transparency
Vladimir Putin instructed the Ministry of Economic Development and the agency of strategic initiatives in early 2012 to submit transparent mechanisms for concluding long -term state -owned companies with medium -sized businesses.
"I ask the Ministry of Economic Development and the agency of strategic initiatives to develop clear, transparent mechanisms for concluding long -term contracts of structures with state participation with companies representing real average business. I ask you to submit my proposals at the closest observation council of Asi at the beginning of the next year," Putin said.
The prime minister also proposes to formulate and implement the "national entrepreneurial initiative" for the conditions of doing business in the regions, which will allow Russia without any revolutions to calmly and confidently change the investment climate.
"I propose to formulate and implement a kind of national entrepreneurial initiative, the purpose of which is the formation of competitive conditions for doing business in the regions of Russia as a whole," Putin said.
