In Samara, at a rally for fair elections, people who came to express their indignation at the falsified results of voting in the State Duma were greeted by an innovation that had not previously been observed at public rallies in Samara. A fence was installed around the square where the action was to take place and a police cordon was set up. Actually, it was possible to get to the rally only through the frame of a metal detector, of which there were four installed in total. This led to queues of people wanting to go to the rally in front of the impromptu rally watch. Many, upon seeing the police fence, turned around and left, or remained outside the fenced area. I believe that the fence was not installed for security purposes at all, it was done in order to reduce the number of participants in the rally, making it difficult to get to it. The government has once again shown that its basis is the security forces, who determine the limits of our rights and freedoms. If the organizers gave their consent to such actions by the police, then this is a mistake.
About 4,000-5,000 people still entered the rally through police cordons. On December 4, 2011, in fact, there was a forcible retention of power by the political party “United Russia” and its representatives in government bodies and election commissions, a cynical violation of the constitutional foundations of the Russian state, the electoral law, the rights of citizens and public morality.
We confirm our demands put forward at the rallies on December 10 and 17, 2011. and we require:
1. Recognize the results of the elections on December 4, 2011. to the State Duma of the Federal Assembly of the Russian Federation and the Samara Provincial Duma falsified in favor of “United Russia” and cancel the results of these elections. Call and hold new elections to these legislative bodies;
2. Bring to criminal responsibility the Chairman of the Central Election Commission Churov, the Chairman of the Election Commission of the Samara Region Vadim Mikheev, as well as the chairmen and members of territorial and precinct election commissions involved in falsification of the election results on December 4, 2011, and also disband the CEC, the Election Commission of the Samara Region and territorial election commission of the Samara region;
3. Release all political prisoners based on the results of the rallies held in the Russian Federation “FOR FAIR ELECTIONS!” and stop the persecution of activists following rallies throughout Russia;
4. Recognize as illegal the actions of state authorities and officials to impede the holding of the rally “FOR FAIR ELECTIONS!” in Samara 12/17/2011 and bring those responsible to justice. We express our strong protest against the illegal actions of police officers led by police colonel I.G. Sizokov, who placed themselves above the law and the constitutional rights of citizens. We appeal to police officers to carry out only lawful orders from their superiors and not to use force against their people. You are not cannon fodder for United Russia, you are defenders of the people from swindlers and thieves. The police are with the people!;
5. Attribute political responsibility for the falsification of the election results on December 4, 2011. against the United Russia party, express no confidence in United Russia deputies and demand the surrender of their deputy mandates as belonging to other parties;
6. Taking into account the authorities’ ignorance of the legal and fair demands put forward at the rallies on December 10 and 17, 2011, the reluctance to engage in dialogue with the people and the lack of real steps to bring falsifiers to justice and to review the results of the elections rigged by United Russia, we demand : - Resignation of the governor of the Samara region V.V. Artyakov. and the mayor of Samara D.I. Azarov, as bearing personal political responsibility for the electoral and legal lawlessness of state bodies and election commissions during the elections of December 4, 2011. - Resignations of the prosecutor of the Samara region Denisov Yu.D., the head of the Investigative Department of the Investigative Committee of the Russian Federation for the Samara Region V.V. Gorstkin, the head of the Main Directorate of the Ministry of Internal Affairs for the Samara Region Sterlikov Yu.Yu. as persons who are inactive in matters of preventing and suppressing falsification of voting results in the elections of December 4, 2011, in matters of bringing to justice those responsible for falsification and, thereby, covering up these falsifications, creating an opportunity for falsifiers to evade criminal liability.
7. In connection with the involvement of state bodies and election commissions in the process of retaining power through falsification of the election results on December 4, 2011, we demand that the leadership of the Samara department of the FSB of Russia conduct an investigation into these facts of falsification of voting results and the role of officials of state bodies and election commissions in this question; 8. If the above requirements are ignored by the authorities, hold repeated rallies during the election campaign for the election of the President of the Russian Federation and direct these protest actions against the election of V.V. Putin as President of the Russian Federation.
