Ilyinka without Kudrin. On September 26, 2011, President Dmitry Medvedev dismissed Alexei Kudrin, who led the Ministry of Finance for 11 years and 4 months. How to make a public policy from a professional economist Kudrin - The New Times watched

Alexey Kudrin repeatedly entered the hot budget contractions not only with the leadership of the country, not only with members of the government, but also with deputies, sometimes with the transition to personality: very many were dissatisfied with them and far from only in 2011. In a statement widespread immediately after leaving, Alexei Kudrin admitted that due to disagreements regarding the structure of budget expenditures he resigned in February 2011, but then he was not released by Vladimir Putin precisely for the reason that "this year the electoral process was superimposed on the budget process."
After the resignation of Kudrin, Prime Minister Vladimir Putin noted that the ex-minister will “remain in the team” as a useful and desired person. He confirmed this on December 15, during a “direct line” with the population. The prime minister said that he did not leave his team anywhere, "this is my long -standing good comrade, a close friend." Moreover, "such people are needed both in the current government and in the future." At the same time, the former minister himself a few days earlier said that he did not consider himself a like -minded Putin, and on the day of the Direct Line added that there were thousands of violations in the past elections, and supported the protesters from Bolotnaya Square. At the same time, the former Deputy Prime Minister did not exclude that he himself would take part in further protests.
Experts highly assess Kudrin’s chances to return to power structures. Evgeny Yasin, the supervisor of the Higher School of Economics, believes that "perhaps this will not happen right away in the spring, and later, maybe even a year or two, so as not to encounter their foreheads with Medvedev, who has already promised the post of prime minister." And Andrei Nechaev, the president of the Russian Financial Corporation Bank, believes that Putin’s words are nothing more than a “black mark” Medvedev, who was the initiator of Kudrin’s dismissal. According to Nechaev, Putin makes it clear that under certain circumstances by the spring, the post of prime minister may not go to Medvedev, but the ex-head of the Ministry of Finance.
Meanwhile, the chair, liberated by Kudrin, by the will of fate, was occupied by his former deputy Anton Siluanov, a hereditary financier, out of 48 years of his life, more than half worked in the building on Ilyinka. And although on December 16, Siluanov lost the prefix acting, most experts are sure: this is a temporary figure. “Siluanov does not have the political weight that allowed Kudrin to fight for the budget,” said Julia Trucheaeva, the chief economist of BNP Paribas, “therefore it will be difficult for him to maintain a tough budget policy.”
Probably no less difficult than Alexei Kudrin to settle on an explosive field of public policy.
