The Board of the joint venture drew attention to the lack of a unified state register of cultural heritage objects and complete information from the Ministry of Culture of the Russian Federation about the number and condition of monuments. Accordingly, it turns out to be difficult to control the distribution of funds for the restoration of monuments, the complete list of which is simply not available, according to the financial control body.

“There is no comprehensive scientific approach to the restoration of the object, which includes the need for a sequence of scientific design work, the development of several project options, as well as proposals for the sequence of restoration work by year, which leads to additional costs and inefficiency in spending budget funds,” it says in a message from the Accounts Chamber.

It also turned out that the Ministry of Culture does not have a long-term plan for identifying objects that require restoration. And the decision to restore a particular monument is made not on the initiative of the ministry itself, but on the basis of proposals that are submitted during the bidding process by those performing restoration work.

Another problem was that conservation work is carried out within one financial year, but there is no guarantee of further allocation of funds for restoration in subsequent years. Moreover, it turned out that the contractor in some cases is not responsible for the safety of the facility and the buildings located on its territory, as well as in the event of emergency situations and damage to the environment, since there is no provision for the transfer of the facility (site) to the contractor.

Submissions with comments will soon be sent from the Accounts Chamber to the Ministry of Culture and Rosobnadzor, and an information letter to the Federal Tax Service of Russia . A report on the results of the audit will also be sent to the chambers of the Federal Assembly of the Russian Federation and the Administration of the President of Russia .

The Ministry of Culture has so far refused to comment on the Accounts Chamber's comments. According to press attache of the Ministry of Culture Natalia Uvarova, the department has not yet received an official report on the audit from the Accounts Chamber, therefore, according to the rules, it does not yet have the right to comment on this message.
