Viktor Vyshinsky became a member of the regional parliament

Last Friday, according to the decree of Russian President Dmitry Medvedev, the head of the administration of the Caucasian Mineral Waters, Viktor Vyshinsky, was relieved of his post. As follows from the official message posted on the Kremlin website, this is due to his election as a deputy of the Stavropol Territory Duma.

Viktor Vyshinsky worked in the KMS administration for more than 14 years. In January 1998, he was appointed first deputy head of the administration, and in August 2008, by presidential decree, he was appointed head of the administration of the Caucasian Mineral Waters, a specially protected ecological resort region of the Russian Federation, with the status of deputy chairman of the government of the Stavropol Territory. During his work in the administration of the Caucasian Mineral Waters, Viktor Vyshinsky was involved in the development and implementation of targeted programs related to the development of the Caucasian Mineral Waters region. At the elections of the regional Duma of the 5th convocation held in December, he ran on the list of the United Russia party. After receiving a deputy mandate, Mr. Vyshinsky joined the committee on environmental management, ecology, and resort and tourism activities.

Currently, the duties of the head of the KMS administration are performed by the first deputy of Mr. Vyshinsky, Mikhail Bondarenko. True, it is still difficult to say whether, in connection with the departure of Viktor Vyshinsky to the regional parliament, there will be a new appointment. Recently, the question of the appropriateness of the functioning of the administration and the need for its reform or disbandment has been increasingly raised at different levels of government. The fact is that the administration, created by decree of Russian President Boris Yeltsin in 1992, has recently had no influence on the activities of municipalities located in the territory of a “specially protected ecological resort region”, did not participate in budget financing and actually performed advisory functions. body that issued recommendations that were not binding. Apparently, the fate of the KMS administration will ultimately be decided after the development of the concept of the Greater Caucasian Mineral Waters, which should be prepared this year by the North Caucasus Development Corporation OJSC. This was announced at a meeting of the Public Council at the Plenipotentiary Mission of the President of the Russian Federation in the North Caucasus Federal District by Deputy Prime Minister of the Russian Government Alexander Khloponin, who also recalled that in the territory of the Caucasian Mineral Waters “we are moving towards agglomeration.”
