Judge from Lubyanka. The address of the world plot No. 369 of the Tver District Court, where the resonant cases are obeyed about the detention of opposition to protest promotions - New Square, house 8, Building 1. On the contrary - the famous Lubyanka. Justice in this area has been performing 28-year-old Olga Borovkova for a year and a half. During this time, she sent many opposition leaders to the special receiver: Boris Nemtsov, Ilya Yashin, Alexei Navalny, Sergey Udaltsov. The severity of her verdicts makes us recall the special squads who, in Soviet times, were appointed for reprisals against dissidents. To whom Olga Borovkova serves - The New Times was looking for an answer to this question

The judicial section of the Tver District Court No. 369 is special. Here they are judged for offenses committed in the very center of Moscow - on Tverskaya Street, in the area of the theater metro, Okhotny, Chekhovskaya. Here, as a rule, from the Chinese Gorod police department, during the days of protest, the detainees are brought. During these hours, the court resembles the besieged fortress: riot police are crowded on the street, journalists and the public are not allowed into the building. Lawyers break there with difficulty. On December 25, Borovkova gave the next 10 days to Sergey Udaltsov, despite his severe health after a long hunger strike. The case caused a great public outcry. Borovkova’s personal data appeared on the Internet and, according to the press secretary of the Moscow City Court, she was even provided with state guard. They said that the judge went to the hospital and does not work on the site anymore.
On the day of the visit of The New Times, there were no political hearings in court and the building seemed empty. The list of cases in question did not hang on the doors of the meeting hall, the surname of the justice of the peace was not listed there. The secretary of the court session Maxim Bubenkov to the question of The New Times, whether the judge Borovkov was still working here, did not answer immediately-first fell silent for a few minutes, and then nodded. Suddenly, an elegantly dressed young woman came out of the judicial office. Big brown eyes, thick black hair, slightly covering the neck, pretty face, without cosmetics. Black trousers, a black thin turtleneck, on top - a gray sweatshirt with short sleeves, black varnished stilettos with inserts on the bears of white and red leather. The New Times correspondent was hardly recognized by the judge that the opposition called the "nursing in the mantle."
Roots
Olga Borovkova comes from the town of Roshal forgotten by God on the border of the Moscow and Vladimir region. In Soviet times, the city -forming enterprise here was the Roshalsky Chemical Plant named after A.A. Kosyakova. The father of Borovkova, Yuri, for many years headed the workshop at the plant, the mother of the future judge, Lyudmila, worked in the same technologist. At the beginning of the zero, the plant was declared bankrupt, and in 2002 it was privatized. Then Yuri Borovkov, together with his partner Andrei Milenin, established in one of the workshops an enterprise for the production of plastic pipes and slabs - the Roshalsky fluoroplastic plant. Now Borovkov has 17% of the shares of this enterprise, the rest of his two partners * * Business is quite successful: according to SPARK, in 2010 the revenue from sales amounted to 82.9 million rubles ..
“Yuri Borovkov in our city is a well -known person,” said Irina Svitova, the head teacher of the Roshalsky Lyceum, which was graduated from Judge Borovkova. - He and Olina Mom always came to parental meetings, his father financially helped Lyceum. Borovkovs are not oligarchs. I was at their home: they live modestly. Olga has two sisters, she is average. ”
The head teacher says that Borovkova since childhood was a leader in the classroom. “She managed not only to study perfectly, but she went in for sports, dances, music. I played at the school theater: bunnies, Babu-Yaga, ”the head teacher recalls. - She graduated from the school with a silver medal. She was always very purposeful: she set a goal and achieved her. ”
After graduating from the Lyceum, Borovkova left for Moscow, where she entered the law faculty of the Russian State Social University (RSSU).
Career
Among the metropolitan universities, the Russian State Service for RSC does not enjoy great authority. According to the Moscow rating, it is not included in the top ten, but it is a good forge of personnel for Moscow ships. Borovkova got a job in the Moscow City Court in the last year of the Faculty of Law. “She has a fairly typical professional biography for a shallow person,” the peace judge, recently resigned, told The New Times. - You can get a secretary in court without any patronage, the salaries of the apparatus are very small, the frames are large. The court secretary receives 8 thousand rubles. By the type of Borovkov, “excellent student”, who seeks to be the first everywhere. Outside the court, she communicates normally, like everyone else, but it is difficult to call her a pleasant person. ”
Two years later, Borovkova rose to the assistant deputy chairman of the Moscow City Court Evgenia Kolyshnitsyna. And in April 2007, she was in the Supreme Court by the leading consultant of the judicial composition of the speakers of the Presidium of the Armed Forces: she prepared materials for hearings. By the way, the husband of Kolyshnitsyna, Alexander Kolyshnitsyn, serves in the Supreme Court. And it was judge Kolyshnitsyn * * in the Moscow City Court since 1998, the right hand of the chairman of the Moscow City Court Olga Egorova., Speaking at a meeting of the Moscow City Duma on June 30, 2010, recommended Borovkov to the position of a justice of the peace. “A very competent assistant,” she said about her to the deputies of the Moscow City Duma: it is here that the peace is affirmed. “I hope she will justify trust and will be a very good judge.” / .../ Work at work neither in the Moscow City Court nor in the Supreme Court - only incentives, gratitude and good reviews. ”
Judicial horses
Like all justice of the peace, Borovkova considers cases of administrative offenses, civilian - divorces, as well as criminal cases of non -stunning crimes. Usually in court the conveyor: the judges appoint several hearings at the same time, people crowded in the corridors. “In February 2010, for 22 working days I examined 17 criminal cases, 80 administrative cases, about 100 civil cases,” one of the former magistrates, who had resigned due to exorbitant load, told The New Times. According to her, she decided to change the work, after one of the days she was taken from the court to the ambulance to the hospital * * in Moscow 429 court sections, 82 positions are vacant, so often the judges work in 2-3 neighboring sections. In 2011, 77 metropolitan judges filed a petition for resignation, 11 of them were peace. Many explain their departure with a large load ..
Borovkova is not going to resign. She purposefully moves along the career ladder, and she is clearly favored: not everyone is taken to work as a consultant to the Supreme Court - it is also not easy to get to their loyalty, it is also not easy to get to the Tverskaya District Court. He was always considered “thieves”: as they say, relatives of judges and prosecutors are arranged or those who are somehow connected with the FSB * * * They say that the odious judge Elena Stashin, who several times extended the arrest to Sergey Magnitsky, is under the auspices of the FSB department in Moscow and the region. Despite the fact that she is constantly criticized for her decisions, she feels quite freely in court ..
However, in the judicial environment, it is not customary to spread about the patrons, and Borovkov is a man quite closed. In the Supreme Court, for example, no one remembers. They say that she was not particularly friends with anyone: "Gray mouse." Others, more informed, add: "She is a office." What does it mean?
The judge is undercover

In Soviet times, there was an institution of special subsidies. These were judges to whom party bodies and KGB instructed to lead political processes. They had admission to Gostaine: the affairs of dissidents had a secrecy vulture.
“These judges received special allowances,” says lawyer Yuri Schmidt. - Then the contingent of the special subsidies was small: as a rule, only chairmen and deputy chairmen of city and regional courts in Moscow and Leningrad were allowed to political affairs. Now, when custom -made cases with political subtext and without it has become much more, the contingent of the judges who are entrusted with such cases has increased. There is no special design or admission. Everything is given to the chairman of the court, who knows that all the responsibility for the decision made contrary to the order from above will lie not only in the judge, but also on it. ”
The sources of The New Times in the special services believe: “Borovkova is a fairly closed judge. Its “roof” is very difficult to calculate. Most likely, it is one of the so -called "Praetorians" of Putin's personal guard. These are those people who receive shadow financing. Such can be found in all key ministries and departments. These are people once recruited by the FSB. As a rule, they are chosen among careerists, tough and unprincipled people. ”
"Evil robot"
“She is absolutely not afraid of anything,” says Elizaveta Regina, a lawyer of “solidarity”, who participated in the processes under her chairmanship many times. - When it goes into the process, the impression is that everything that happens is absolutely uninteresting. She already knows which verdict she will bear. In her decisions, she often jerks the words of witnesses, and she does not bother her that there are three recorders on the table. ” Lawyer Vadim Prokhorov recalls how, during the trial of Nemtsov, Borovkova did not allow the defendant to bring the chair: “The most interesting thing is that when the qualification collegium of judges checked this case, Borovkova denied everything,” the lawyer says, “although there is an audio recording and it is heard on it:“ Since we have no more places, the participant in the process stands ... ”
TV presenter Nikolai Svanidze, who was present at this meeting, recalls: “She behaved like an evil robot. It was the impression that she simply mocked the lawyer and the defendant. What was happening reminiscent of a madhouse. Nemtsov stood in front of her for five hours. You can’t go to the toilet - you will not enter. The lawyer could not submit an oral petition, but she did not give time to write him. She read Borovkova of the decree in a well -set voice, at an incredible speed, but quietly. When she said “15 days”, everyone gasped, and Natalya Fateeva said loudly: “Bitch!” The judge did not react in any way and disappeared in her rest room. A sort of beauty SSSOSKA. Sado-Mazo ... "
Another example of a cruel attitude to the defendant borders on sadism: September 24, 2011 at the court Sergei Udaltsov, who was brought there after the next hunger strike, called an ambulance twice, and the doctors asked him to be given tea with sugar. Borovova said: “There is no sugar,” and condemned him for three days.
System product?
Udaltsov himself, whom Borovkova judged more than ten times, is not inclined to demonize her. “She always completely consciously ignores the testimonies of protection. She is given an unspoken installation, how to judge me and what time to give. My defender Alexei Gorinov once heard how some kind of rank from the Tverskaya AFD, going to her office, instructed: "It will be normal within ten days." But she, of course, is the product of the system and its victim. I could not get into the river. Once, however, she justified me. We held the action for the resignation of Luzhkov. And the court took place when he was already fired. ”
"
Borovkov is supervised not only by the chairman of the Moscow City Court Egorov, but also by the Chekists. Her "roof" is Putin. And I do not exclude that for her work she receives a premium from the "Black Cashier" of the Kremlin
"
Udaltsov recalls how Borovkova tried to conduct an educational conversation with him. She advised to quit social activities and think more about the family.
The lawyer of the income, who spends the lion's share of his time in the processes, protecting the activists of “solidarity”, gives his assessment: “Most judges have no ideology. They agree with the authorities: you allow us to take bribes, and we will comply with your orders for this. Borovkova is different. It acts for career and ideological reasons. ” According to Nemtsov, Putin’s system is held on such as Judge Borovkova: “It is supervised not only by the chairman of the Moscow City Court Egorov, but also by the Chekists. Her "roof" is Putin. Of course, he knows about its existence. And I do not exclude that for her work she receives a premium from the “Black Cashier of the Kremlin”. However, Nemtsov cannot be documented by these accusations.
PS The New Times asked Judge Borovkov for an interview. She refused, citing a lot of workload.
