"At the same time, the country's president will remain the control and response tools, including the right to remove the governor from the post of governor," Putin emphasizes. However, anonymous Internet is not suitable for these purposes, Putin writes, a system of electronic identification of citizens is needed. Institutes of "direct referendum democracy" are especially effective at the municipal and regional levels, the article notes.
A wide public discussion of bills and the creation of a "friendly interface" for feedback on the sites of authorities are necessary. Public councils with executive authorities should not form the departments themselves, but the Public Chamber, Putin writes.

It is proposed to introduce a new procedure for the formation of the Accounts Chamber and the Public Chamber with the participation of all the State Duma factions, as well as more actively using the procedure for a parliamentary investigation. "Political responsibility for the fight against corruption must jointly bear both power and the opposition," Putin believes. “We coped with the oligarchy, and we can do it with corruption,” he promises.
