In Ingushetia, the number of crimes committed with the participation of minors doubled

As a result of the improper performance of their duties by employees of the preventive bodies, not identifying adolescents prone to commit an offense, as well as the absence of any work to prevent such cases, an increase in the number of crimes in Ingushetia committed by minors was more than 2 times compared to the same period last year.

According to the analysis of the state of crime in the adolescence conducted by the prosecutor's office of Ingushetia, in 2011 30 crimes committed with the participation of 25 minors were registered, while in 2010 the number of such crimes was 13.

The main type of crimes is the seizure of other people's property (23 criminal cases under Article 158 of the Criminal Code of the Russian Federation, 4 under Article 161 of the Criminal Code of the Russian Federation, 3 other crimes), and growth was mainly noted in the Malgobek, Sunzhensky districts and in Karabulak, where 7, 9 and 7 crimes were committed, respectively. Most persons were not registered either in PDN or CDN (out of 25 they were only 13).

The absence of proper preventive work leads to sad consequences. So, one minor citizen from a dysfunctional family, registered in the PND of the Sunzhensky District Department of Internal Affairs, committed 8 crimes within a year! The most terrible thing in this case is that PDN workers were limited only to the preparation of administrative material in relation to the parents of a teenager who non -fulfilling the duties of raising a minor, which allowed the teenager to commit atrocities for a long time.

The inspections revealed a low level of preventive work with dysfunctional families and minor offenders, the work of the relevant authorities of the police department and GOVD is carried out unsystematic, rarely checked accounting and preventive cards, there are no established interaction with the bodies and institutions of the prevention system, no measures are taken to account for minors and are not employed socially useful activity or study, there is no real preventive work. In most cases, the planned by divisions in the affairs of minors are formal, there are no marks on the implementation of the plan of preventive measures indicating the corresponding date of execution; System preventive work with adolescents who have committed offenses is not carried out.

All this indicates, of course, the need to intensify the work on the prevention of thefts, robberies and other crimes (conducting conversations in secondary schools, lectures, publications in the media in secondary schools); increasing the level of preventive work with minors, registered in units for minors at the police department and GOVD; establishing commissions for minors at city and district administrations of established contact with schools, social workers, guardianship and trustees in order to identify dysfunctional families in a socially dangerous situation and in need of additional state support; Development of a complex of general and special preventive measures aimed at reducing crime among minors and crime prevention.
